January 14, 2019 Call to Order/Roll Call Co-Chair Eliot Metzger called the January 14, 2019 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Eliot Metzger, Sarah Hussion, Maddie Champion, Richard Canaday, Paul Soper, Kathleen Wiens, Mayor Kent Studebaker Members Excused/Absent Karl Friesen,Allison Kim, Steph Glazer, Bob Sack Staff: Jenny Slepian, Sustainability and Management Analyst Public: Drew Spainhower, Duke Castle Announcements from Board and Staff Jenny gave an update on City business: • Signed a contract with ICLEI to combine our climate action plan with our Sustainability Plan for City Operations • We are not pursuing the Metro emerging technology grant • Maddie is helping us run a bag design contest for the reusable bag program Approval of Minutes The Board unanimously approved the December 20, 2018 meeting minutes. Public Comment Drew recapped the repair fair. Republic Services donated a 30 yard dropbox for foam, was about 90% full. Next Repair Fair is in June. Duke announced that the LOSN celebration event is next Tuesday.There is also a new Interfaith action team, with a youth group. Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update Mayor Studebaker gave an update on past and upcoming City Council meeting business: Council recently had their goal setting session and ended up with 29 goals. Hoping to get it down to 8 or 9. Should be ready by first meeting in February. Tomorrow's meeting will cover a tree removal application, short term rental evaluation based on what PC has come up with for recommendations. Sarah asked about the South Shore Fire Station. Mayor Studebaker said nothing is happening on it right now. Fire is a big part of our budget, so City trying to figure out how to keep things under control. No decisions have been made. Eliot asked about new City Manager. Hiring a search team, but going through a process right now to hire. C. 2019 SAB Goals/Council Goals The Board reviewed their list of goals and discussed which goals might be more feasible.Jenny asked them to consider whether the City would be able to help them, or if they had goals that would require them to work alone. Eliot suggested that SAB try to work with other Boards and Commissions. Richard liked idea of collaborating with other boards. The Board will look at specific goals to move forward with. There was a lengthy discussion about deconstruction tangentially related to SAB goals. D. Sustainability Plan Update Jenny updated the Board on plans to combine the Climate Action Plan with the Sustainability Action Plan for City Operations.The City is working with ICLEI- Local Governments for Sustainability to combine both plans and, in particular, add sustainability goals to replace the outdated ones.The contract with ICLEI will also include a Natural Hazards Assessment to help the City develop climate adaptation actions. There is not a work plan yet, but it is anticipated that the combined plan will be ready for Council approval by the summer.There will also be a few workshops with staff, SAB, and the climate action plan committee.
