Construction Update 5/22/18

There is a lot of activity taking place in the project area right now. Emery and Sons Construction Group (Emery) is now working on installing storm lines on 7th Street and D Avenue, and a water line on 1st Street. NW Natural is also working in multiple block segments on D Avenue to relocate their gas main.

Important Safety Reminders

Safety is by far our first priority. This is an important reminder to vehicular traffic, pedestrians, bicyclists and neighbors: please avoid accessing the active work zones and closed areas during work hours. Construction sites are busy places with lots of moving equipment, open trenches and deliveries of materials. Please use another side street or alley to get to your destination, and abide by the traffic control signage. This is to maintain the safety of all.

LOCAL ACCESS ONLY – What Does That Mean?

You are only considered “local” if you live on the street within the closed area and need to get into the immediate area, not through it. This includes residents who live on the closed street, emergency vehicles, visitors, babysitters, landscape workers, garbage and recycling vehicles or deliveries. Everyone else is considered “thru traffic” (including other neighborhood residents and traffic) and must take another route to get to their destination.

So that everyone stays safe, please obey the signage and allow extra time to get around the neighborhood. If people continue to cut-through the work zones, police will be conducting extra patrols.

Tree and Brush Removal Continues

Crews have started removing some trees, shrubs and brush located in the work zones. This work is now expected to continue for another two weeks. During this time, crews will also trim tree branches that are overhanging into the right-of-way in areas where the contractor needs additional clearance.

NW Natural Gas Relocation

NW Natural Gas is now working on relocating their gas main on D Avenue between 1st and 3rd Streets. This relocation has been slower than originally anticipated. As a result, Emery continues to shift their work plan, as most of NW Natural’s relocation work needs to be completed before the major road reconstruction work can take place along D Avenue.

Major Utility Work Progressing

Last night, Crew 1 finished installing the storm line on 1st Street between D and E Avenues (pictured below). The intersection at E Avenue and 1st Street is now back open, but 1st Street will remain closed between D and E Avenues as a third crew will be working to install the water line. This work is expected to continue for another two weeks.

There will be some minor anticipated water service interruptions (temporary shut-offs for 1 hour approx.). These will take place on 1st Street when crews switch over the water services to the new line. Impacted neighbors will be notified in advance via a door hanger.

Today, Crew 1 is moving to the corner of 7th Street and B Avenue to begin installing the storm line on 7th. The intersection at B and 7th remains open, but the road is closed on 7th Street between B and C Avenues. This work will progress north towards D Avenue over the next few weeks.

Crew 2 is making good progress installing the storm line on D Avenue. They moved across the intersection of 5th Street yesterday, and are now working between 5th and 6th Streets. This one block is closed to through traffic during work hours. Crew 2 expects to be at the intersection of D Avenue and 7th Street by the end of next week, and will continue working west towards 10th through mid-June with rolling temporary road closures.

Allowed work hours are 7 a.m. – 6 p.m. Monday to Friday. In observance of Memorial Day, there will be no work on Monday, May 28.

With all the work taking place in the neighborhood, please be alert, drive safely, choose another route or plan ahead for travel delays.

Construction Update 5/8/18

Preliminary Work Continues

Emery and Sons Construction Group (Emery) crews have started mobilizing equipment and installing tree protection fencing (shown below) in the right-of-way throughout the project area. This will continue over the next day or so.

Tree protection fencing is required by city code to be installed around trees that are 5-inches or larger in diameter.

Also this week, erosion control and work zone fencing will be installed throughout the work zone on D. These measures will help prevent sediment from washing off the project and clearly delineate the active work area (or “extent of work”) that is expected to be disturbed during construction. Crews will also be installing a 40 ft. long construction trailer at the reservoir site on the corner of C Avenue and 10th Street.

No excavation work or tree removal work can begin until all of the tree protection and erosion control measures are in place, inspected and approved.

Starting tomorrow, Wednesday, May 8, crews expect to begin removing the 49 trees located in the right-of-way which are permitted for removal. Trees will be chipped on-site using a large chipper truck, and hauled off-site for recycling and reuse. Neighbors should expect to see and hear a large chipper truck and crews using chainsaws. Temporary block closures will be in place as crews move through the corridor along D.

The tree removal work is expected to last about two weeks. During this time, crews will also trim tree branches that are overhanging into the right-of-way in areas where the contractor needs additional clearance.

Smaller shrubs and landscaping that is slated for removal and located within the active work area on D will also be cleared and removed. Please note, in March, letters were sent to every property owner along D outlining the extent of work and notifying owners to relocate or move any landscaping or improvements before construction starts.

In preparation for the major utility work, crews will also begin saw-cutting parts of the roadway in the project area.

NW Natural Gas Relocation Continues

NW Natural’s gas relocation work has been progressing slower than originally anticipated. As a result, Emery is now having to shift their work plan, as most of NW Natural’s relocation work needs to be completed before a lot of the major City work to take place along D Avenue.

Emergency Water line Repair Postponed

After uncovering all existing utilities in the intersection at D Avenue and 8th Street city crews discovered that the existing storm line is located closer to the connection point of the water line that needs to be repaired. This means they will have to postpone the repair until after the new storm line is installed and the old storm line is removed from service.

Major Utility Work Starts May 14

Emery plans to have two main crews working throughout the project duration, now starting on Monday, May 14.

The first crew is set to begin on 1st Street at the intersection of D, installing a new storm line and manholes at the intersection then new water and storm pipes up the length of 1st Street to E Avenue.   This work is expected to take about three-four weeks to complete.

While crews are working in the intersection, D Avenue will be closed to through traffic between State Street and 2nd Street and 1st Street will be closed between C Avenue and E Avenue. Once crews progress through the intersection, D Avenue will be reopened at State Street.

The second crew is set to begin at 4th and D (near the library), installing a new storm line and manholes, and then working towards 5th. Work in this area is expected to take about a week, then crew 2 will likely shift to 7th Street (at B), to install a new storm line. This is dependent on NW Natural’s progress.

During the work near the library, please watch for signage and flaggers to safely navigate through the intersection. D Avenue will be closed to through traffic between 4th and 5th Street. There will also be no on-street parking allowed.

Overall Work Plan (*subject to change!)

The estimated duration for Emery’s underground utility work is about 6 weeks, however, this is subject to NW Natural’s progress. Daily road closures will be in place in the work zones during the majority of the big pipe work. Roads will be open after work hours during the utility work.

Once all the underground utility work is done, the major road reconstruction work will begin and this will result in full (24/7) rolling road closures. For this work, crews expect to start on D Avenue at 1st Street and work west to 10th, then loop back to do the block between State and 1st.

During the major road work, one crew will excavate the road/existing asphalt, rock it back, then move up to the next segment. Concrete crews would then arrive to form the sidewalks/valley gutters/curbs, and move onto the next segment. The next activity would be constructing the stormwater planters, then paving (likely late August). The final activity would be planting the final landscaping and installing the lighting (in the fall).

Full road closures will be needed along D Avenue in order for crews to conduct the work in a phased approach. Emery expects the full closures to be in place for 6 – 8 weeks (possibly starting in mid-late June). During this period, the contractor will maintain north/south access through the intersections of D Avenue at 1st, 4th, 7th and 10th (refer to road closure map below).  The work in the intersections will require flagged traffic at that time.

Residents located in the closure zones will be notified in advance of the full road closures via a door hanger, along with the email updates and website posts.
