The City of Lake Oswego is pleased to announce an exciting new project on Tenth Street (between Evergreen Road and E Avenue) to provide pedestrian facilities, a green streets demonstration project, and beautification.
Recent events and decisions have led to initiation of this project, including:
- A May public forum for the Transportation Management Plan for Downtown
identified interest in a pathway on Tenth Street from the Evergreen neighborhood to Forest Hills Elementary School.
- The Evergreen Neighborhood plan, which the City Council held a public hearing
on October 25, 2005, calls for a pathway on Tenth Street from Evergreen Road to A Avenue.
- The City’s Comprehensive Plan calls for a pathway on Tenth Street from A to E
Avenues.
- A Green Streets committee, made up of City of Lake Oswego staff, identified the wide right-of-way along Tenth Street as an excellent location for a green streets demonstration project (managing surface water runoff using sustainable and environmentally sensitive methods, and providing educational opportunities).
Last spring, the City of Lake Oswego sold bonds to fund several years of surface water projects. A significant portion of the bond proceeds were identified for a green street demonstration project on Tenth Street (Evergreen Road to E Avenue). With that project comes an opportunity to address goals developed through the above plan activities and other broader community objectives such as beautification and sustainability.
The goals for this project include:

Over the past fall and winter, Lango Hansen Architects worked closely with the local engineering firm of OTAK, Inc. to complete the final designs and specifications for the project that originated from initial concepts developed over a year ago in collaboration with neighbors. This collaboration occurred through three public meetings, web and newsletter surveys plus two neighborhood walkthroughs and resulted in a final design that achieved the desired outcomes and objectives of neighborhood residents and the City.
With design complete, the project team adn staff have moved into the bid phase of the project and recently conducted a pre-bid site visit with interested contractors to discuss project scope and schedule. Contractor bids are scheduled for receipt on June 26th, and Council award of a public contract is expected to occur on July 10th. Construction equipment and crews are anticipated to mobilize to the site beginning the week of July 23rd, to begin construction. In an effort to accelerate the work to avoid conflict with elementary age students returning in the fall, the City is offering a cash incentive for completion of certain segments of the work prior to September 4th.
