The City of Lake Oswego, Oregon, invites submission of quotes for an emergency mobile water treatment system.  The City of Lake Oswego has received a 2010 federal Urban Security Area Initiative (UASI)  grant which will be used to purchase an Emergency Mobile Water Treatment System(s).  The City seeks proposals for an Emergency Mobile Water Treatment System(s) that is a self sufficient closed unit that can be housed in a trailer to be pulled to any location to produce drinking water that meets the National Primary and Secondary Drinking Water regulations for organic,inorganic and microbial contaminants.

INVITATION FOR BIDS

FOR

CHILLER BOILER AND CONTROLS UPGRADE

AT THE WEST END BUILDING

LAKE OSWEGO, OREGON

Sealed proposals for the Chiller Boiler and Controls Upgrade at the West End Building for the City of Lake Oswego will be received by the Rachael Petersen, Facilities Manager, at the 3rd floor reception desk in Lake Oswego City Hall at 380 A Avenue, Lake Oswego, Oregon, 97034 until 2:00 PM, local time, on (Addendum 4 changes due date to May 2,2012) May 1, 2012, and then will be publicly opened and read. 

The Scope of Work includes :

The project will encompass providing replacements/upgrades for two (2) 125-ton chillers, one (1) 1.64-million BTU gas boiler, and a direct digital computer system.

  • Chillers shall be high efficiency variable speed.
  • Boiler shall be high efficiency condensing type.
  • Upgrading existing controls including VAV terminal units.
  • Connect chillers, cooling tower, boiler, air handling units to new control system.
  • The building is currently served by an Andover DDC system, which controls all equipment.
  • A points list is included with this RFP for HVAC equipment to be connected to the DDC system.
  • Connect lighting control, security system and access control system to new control system.
  • Connect exhaust fans to control system.
  • Provide VFDs for cooling tower, chilled water pumps and condenser water pumps.
  • Provide pre and post install air test and balance.
  • Provide pre and post install hydronic test and balance.
  • Pricing shall assume that all work is being installed during off hours.
  • Contractor shall provide for commissioning of complete control system, including HVAC, lighting, security system and access control.

No proposal will be considered by the Owner unless the proposal contains, or is accompanied by, a statement by the bidder as part of the proposal that the provision required by ORS 279C.840 pertaining to prevailing wages shall be included in the contract. The contract documents may be reviewed, examined, and copies obtained at the City Engineering Dept., 3rd Floor, Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except legal holidays.  Copies may be obtained upon payment of a non-refundable fee of $10.  Copies of the contract documents may also be obtained by mail upon request (phone: 503.635.0270; fax: 503.635.0269) and upon the receipt of an additional $5.00 per contract document to cover postage and handling. 

Requests sent through the mail shall be addressed to the Engineering Department, City of Lake Oswego, P. O. Box 369, Lake Oswego, Oregon 97034. 

The Owner will investigate and determine the qualifications of the apparent low bidder as part of its evaluation of the lowest responsive bid.

A Mandatory Prebid Meeting has been scheduled for April 24, 2012 at 2:00 PM at the project site.  Clarifications to the Bidding Documents will be made by addenda only.  Oral statements may not be relied upon and will not be binding or legally effective. 

All work performed for this contract is to result in minimal disturbance to building occupants and tenants. Provide a schedule for the project and for phasing the work to coordinate with existing heating and cooling needs.

REQUEST FOR PROPOSALS

 

The City of Lake Oswego is seeking an experienced consultant team to prepare four major code amendments to the following sections of the City’s Community Development Code (CDC):

  • Adjustments, Alternatives, and Variances [LOC 50.08] – investigate the options for consolidating or reducing the number of adjustment, alternative, or variance options.  Draft new code text based on findings.

  • Non-conforming Structures and Uses [LOC 50.01.006] – rewrite non-conforming section in accordance with current best practices.

  • Use Table [LOC 50.03.002] – reform and update use tables to reduce complexity and length, utilize current best practices and improve adaptability.

  • Commercial, Industrial, Mixed Use Zones [LOC 50.02.002] – investigate the options for consolidating or reducing the number of commercial zoning districts in the City.  Draft new code text based on findings.

 The goal of the amendments is to update and streamline the above-listed code sections so they are clear, concise, adaptable, and user-friendly.

Sealed proposals for 2012 Water Rehabilitation Project – WO #130 for the City of Lake Oswego will be received by Josh Robertson, PE, Project Manager, at the 3rd floor reception desk at Lake Oswego City Hall at 380 A Avenue, Lake Oswego, Oregon, 97034 until 2:00 p.m., local time, on April 3, 2012, and then will be publicly opened and read.   

Scope of Work:

 

The Work consists of the installation of 10,100 lineal feet of 4-inch through 8-inch diameter ductile iron water main and appurtenances, testing and connection to the existing system, erosion control, traffic control, restoration, and related incidental work as described in the Contract Documents.

 

No proposal will be considered by the Owner unless the proposal contains, or is accompanied by, a statement by the bidder as part of the proposal that the provision required by ORS 279C.840 pertaining to prevailing wages shall be included in the contract.  The contract documents may be reviewed, examined, and copies obtained at the City Engineering Dept., 3rd Floor, Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except legal holidays.  Copies may be obtained upon payment of a non-refundable fee of $25.00.  Copies of the contract documents may also be obtained by mail upon request (phone: 503.635.0270; fax: 503.635.0269) and upon the receipt of an additional $5.00 per contract document to cover postage and handling.  Requests sent through the mail shall be addressed to Josh Robertson, PE, Engineering Department, City of Lake Oswego, P. The City of Lake Oswego is seeking an experienced consultant or consultant team to inventory and analyze community greenhouse gas (GHG) emissions for Lake Oswego. The goal is to establish a snapshot of the community's carbon footprint in order to inform planning efforts to achieve long-term greenhouse gas emissions reductions. Based on the analysis of the inventory results, the consultant will provide draft climate action strategies for consideration by the City and stakeholders during the Transportation System Plan and Comprehensive Plan updates.
