Audits
State law requires a financial audit be made of the
financial affairs of every municipal corporation at least once
a year. These
annual audits have found that the City’s financial statements
present fairly the City’s financial condition and are in
conformance with generally accepted accounting principles
applied on a consistent basis.
The City of Lake Oswego has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) of the United States and Canada every year since its 1991-92 audit report. The certificate is presented to governments whose Comprehensive Annual Financial Report achieves the highest standards in government accounting and financial reporting.
Budgets
The City Council adopts a budget that is basically the
financial plan for the City. It incorporates the 5-year Capital Improvement Plan, that is reviewed periodically. The budget forms the basis for budget
appropriations and includes any revisions or adjustments
made by the Citizens Budget Committee.

Urban Renewal (LORA)
The urban renewal agency for the City of
Lake Oswego is known as LORA, the Lake Oswego Redevelopment
Agency. The Finance Department prepares three reports that cover
the financial activities of LORA.
Fees and Charges
The City charges fees for a variety of services,
from building plans and police reports to athletic field uses
and commercial filming. The City annually updates the booklet
that serves as a consolidated document of all City fees, charges,
and SDC methodologies.
Municipal Bonds and Continuing Disclosure
Review the historic official statements of the City's various bond issues, debt service payment schedules, and required annual continuing disclsoure information.
Block Party Permit
A "Block Party" is a gathering organized by the residents of the neighborhood abutting the street to be closed, for their enjoyment. A Block Party Permit must be obtained to close a public street to conduct a neighborhood block party.
Movie / Photo Permit
Production companies and photographers are required to obtain a Movie / Photo Permit whenever the filming / photo shoot involves the closure or restriction of a street, right-of-way, or use of a City property or facility, e.g., park, building.
Special Event Permit
Special Events are gatherings/events that involve a large group of people (compared to the usual occupancy of the site), and:
- Are advertised to the public and do not occur regularly on the site (LOC 20.06.500);
- Impact or use City streets (including curb or parking lane), sidewalks, and public rights-of-way, or
- Use City facilities or property (i.e. city buildings, parks, and parking lots).
Examples include: road race, bike race, walk, parade, festival, market, carnival, and concert. Special Events Permits must be obtained.
