The Internet is a global electronic network without local, state, or federal control over its contents. It offers access to material that is personally, professionally, and culturally enriching, but it also contains inaccurate as well as controversial material.
Article I, sec. 8 of the Oregon Constitution provides that, "No law shall be passed restraining the free statement of opinion, or restricting the right to speak, write, or print freely on any subject whatever, but every person shall be responsible for the abuse of this right." Free speech has no meaning unless there is free access to that speech. It is the policy of the Lake Oswego Public Library to provide citizens free access to information protected by the Oregon Constitution.
Lake Oswego Public Library offers the public the choice of "filtered" and "unfiltered" Internet access. Our staff does not monitor usage. Instead, workstations are equipped with screens that are intended to safeguard the privacy of the user and passersby. History of users searches are automatically cleared when they exit the program.
Parents and guardians have the right and responsibility to monitor their child's use of library resources, including the Internet. "Filtered" Internet access is available in the Children's Department.
Members of the public shall not use the Internet in any way that violates federal or state laws and regulations. Nor shall they use the Internet in any manner that disrupts or harasses others, or violates their rights. Library staff will report any violations of library policy, including any attempts to delete, add to, or modify the installed hardware or software, as well as violations of the law.
Use is limited to 30 minutes when others are waiting to access the Internet.
