Tryon Creek Watershed Enhancement
Please join the Portland Bureau of Environmental Services for an open house on February 18 from 6:30 to 8:30 p.m. at the Multnomah Center Senior Center, 7688 SW Capitol Highway, Portland. Learn about community involvement opportunities and watershed enhancement projects including the Tryon Creek Confluence Habitat Enhancement Project – the final phase in improving fish access to the upper reaches of Tryon Creek. City Council Action Re-Cap
On February 2, City Council had a regular meeting where they authorized an update to the Systems Development Charges for the water utility that would result in a change in the fees collected at the time new connections are made to the City’s water system.
 
At this meeting, Council also:
• Presented a Distinguished Service Award to Craig Diamond for his service on the Natural Resources Advisory Board and Sustainability Advisory Board, and to Nancy Niland Shatsky for her service on the Library Advisory Board
• Honored the League of Women Voters for their 90th Anniversary
• Authorized an intergovernmental agreement with the City of Portland Bureau of Environmental Services for the purpose of facilitating a habitat enhancement project on City property on Tryon Creek
 
Preceding the regular meeting, Council held a special meeting where they reviewed draft goals for the upcoming year. These goals will be refined and then adopted. Adoption is tentatively scheduled for March 2.
 
At the February 9 Council Meeting, the Council watched a video from the Mayor’s Institute on Design hosted by the Urban Land Institute.  Last July, Mayor Hoffman participated in the Institute and presented a case study on the potential North Anchor project.  The Council also heard a presentation on Urban Design based on a tour of Vancouver, B.C.
 
The Council met as the Lake Oswego Redevelopment Agency (LORA) on February 9.  The LORA Board heard a presentation and discussed whether a new expanded public library combined with other mixed uses is the best development for the North Anchor Project located on the north side of B Avenue and First Street.  There was a consensus to direct City staff to proceed with hiring the necessary expertise to evaluate the technical issues for the project.
 
The LORA meeting also included updates on the on-going construction in Millennium Plaza Park, plans for the lakefront park, and proposed intersection improvements at North Shore and Highway 43.

Street Maintenance Fee Being Considered
One of the largest public investments in Lake Oswego is our roads.  Managing our roads in the most cost effective way is a priority for the City’s Public Works Department.  By maintaining an investment in our roads, we can prolong their life and therefore better spend available funds.  The City will be holding a meeting on February 24 from 5:15 to 6:30, in Council Chambers at City Hall, to talk about the state of our streets, listen to residents and businesses priorities for street funding, discuss how street services are funded and also learn about the increase in the Street Maintenance Fee that the City Council is currently reviewing.  The results of this public meeting will be to inform Public Works of resident priorities for our roads and the creation of options to adjust the Street Maintenance Fee for Council to consider.  A public hearing on those options is set for March 2.

Pathways, Roads, Parks... What's the Plan?
On Friday, February 19, you are invited to an Open House to review the City’s proposed Capital Improvement Projects for fiscal years 2010-11 through 2014-15. Learn more about current proposed projects involving pathways, water, wastewater, roadways, and parks.  Staff will be available to answer questions and will talk about next steps in the overall budgeting process. The City of Lake Oswego is offering a great opportunity for a senior or graduate student in Public Administration, interested in gaining experience and exposure to local government management. The individual selected for the internship will spend approximately three months (summer) working closely with the City Manager and Assistant City Manager on a broad range of local government management issues including human resource management, budgeting, finance, and development, as well as the delivery of a wide range of services including utilities, library, recreation and parks, transportation and public safety. The position will be paid at the rate of $12-$14 per hour with the option of 20-40 hours per week. The application deadline is March 26 for work starting in June 2010.
