Studded Tire Season Ends on April 1
ODOT is not planning to extend the studded tire season past 12:01 a.m. Thursday morning, April 1, 2010.  Motorists should remove their studded tires by then. According to ODOT, studded tires cause at least $11 million damage each year on city streets, county roads and state highways. Next year, consider other types of traction tires or chains.

Mountain Park HOA Honored
On March 18, the Mountain Park Homeowner's Association (HOA) was honored for its extraordinary commitment to recycling, waste prevention and other sustainable actions. Mayor Jack Hoffman presented the Mountain Park HOA a BRAG Award (Business Recycling Awards Group) membership certificate and a recycled glass plaque from the Clackamas County Office of Sustainability.

Budget Process Underway
The City’s Budget Committee will begin its review of the City Manager’s proposed budget in April. All Budget Committee Meetings are open to the public and citizens are encouraged to provide input. Meetings will be at 6:30 p.m. on Monday, April 19 and 26, and May 3, at the WEB.

Celebrate Arbor Week
The City of Lake Oswego joins communities throughout the state to celebrate Arbor Week the first week in April.  Plan to attend these events to celebrate trees and recognize their importance.
City Council Action Re-Cap
Lake Oswego waste audit
On March 16, City Council had a regular meeting where they authorized an intergovernmental agreement to donate a portion of the Willamette Shore right-of-way for the Portland-Milwaukie Light Rail Project.
 
At this meeting, Council also:
Awarded a professional services contract to Corollo Engineers, P.C. in the amount of $209,816 to develop the City’s Wastewater Master Plan
Awarded a public improvement contract to James W. Fowler Co. in the amount of $26,870,000 for construction of the Lake Down phase of the LOIS project. This bid was more than $10 million under the project estimate of $37.4 million.
Authorized a rate increase of 6.7% for Allied Waste of Lake Oswego effective April 1, 2010
Recognized the Lake Oswego High School State Chess Champions
Received an update on the City's Sustainability program
 
At a regular meeting held on March 23, City Council adopted an increase in the Street Maintenance Fee (SMF).  The SMF will be increased over three years, 25% in year one, 35% in year two and 40% in year three.  In addition, the SMF will be indexed so as to prevent the need to increase the fee to such an extent in the future.
 
At this meeting, Council also:
Adopted a proclamation declaring April 17 as WaterAfrica Day in Lake Oswego
Heard an update on the Streetcar project
Adopted an addendum to the Natural Hazards Mitigation Plan

Spring Irrigation Workshop
The Water Conservation Program will be offering a free irrigation workshop from 9 a.m. to 1 p.m. on Saturday, April 10, in the Council Chambers at City Hall, 380 A Avenue. The class is free to all Lake Oswego residents and will cover spring start up, maintenance, repair and operation of your automatic irrigation system. It will also include conservation methods and instructions on how to program your system using the new weather stations that were installed by the City this year. CERT Training Helps you Prepare
Lake Oswego CERT training
The next Community Emergency Response Team (CERT) training, hosted by Lake Oswego Fire Department, begins on April 6. CERT training prepares participants in basic disaster response skills, such as fire safety, search and rescue, team organization, and disaster medical operations. 
 
CERT training consists of seven sessions to be held Tuesdays from 6:30 to 9:30 p.m. followed by a disaster simulation on Saturday, May 22, from 9 a.m. to noon. The classes will be held at the Westlake Fire Station located at 4900 Melrose Street. The training is free, but class size is limited to 25.

Drug Collection Event
Lake Oswego Drug Take Back
Do you have unwanted medications around your home? To properly dispose of these items, the City is holding a Drug Take-Back Event on Saturday, April 24, from 9 a.m. to 1 p.m. at the Lake Oswego Adult Community Center. Acceptable items for collection are:
Expired or unwanted prescription medicine
Over the counter medicines
Unknown tablets and capsules
Vitamins and nutritional supplements
Veterinary medications
 
No thermometers, sharps or medical waste or equipment will be collected. Unwanted medicines will be collected from individual households only. Medications cannot be accepted from businesses such as nursing homes, doctor’s offices or any other institution or business.

LOIS Update
LOIS crews have begun installing steel pile supports from barges in Blue Heron Bay. Work is scheduled to block boat access for the next two weeks. Pile installation is scheduled near Springbrook Easement at the end of the month. Please monitor loisnews.com for details or call 503-699-7466.

Lake Oswego - Tigard Water Partnership
The City of Lake Oswego gets its drinking water from the Clackamas River, one of Oregon’s high-quality water sources. As with all drinking water sources, treatment is necessary to remove contaminants and to provide safe and pleasant tasting water.
 
Since the Water Treatment Plant will be upgraded to produced 32 million gallons of water per day (mgd) from the current 16 mgd, there is an opportunity to find the treatment process that best fits both communities’ needs.  As part of the Lake Oswego-Tigard Water Partnership, national and regional water treatment experts are teaming up with staff and Citizen Sounding Board members from both cities to evaluate different treatment methods.  An evaluation process will be used to compare alternatives, focusing on the environmental and public health benefits, costs and community impacts of each treatment option.
 
An Open House will be scheduled in June for the public to learn more about water treatment alternatives. Monitor lotigardwater.org for updates.
