City Council Action Re-Cap
|
On June 15, City Council had a regular meeting where it adopted the City of Lake Oswego’s Budget for Fiscal Year 2010-2011. The Budget is the culmination of staff work, extensive review by the Budget Committee made up of City Council and seven other citizens, and citizen input. The Operating budget of $68.5 million prioritizes the services most important to residents. While reductions were made to adjust to decreasing revenues, the budget responds to citizen concerns about reductions and maintains the skate park, swim park and also the Emergency Medical Services Coordinator.
At this meeting, Council also:
- Approved a contract for the 2010 Street Preservation Project (Slurry Seal)
- Received a donation of $30,000 from the Lake Oswego Meal Network Advisory Board, a non-profit that supports the City's Meals-On-Wheels and congregate meal programs for older adults in Lake Oswego.
- Adopted code changes to implement the Glenmorrie Neighborhood Plan (LU 09-0043 and Ordinance No. 2546)
- Adopted revisions to the City’s Flood Management Area Map (LU 10-0003 and Ordinance No. 2549)
- Amended the Community Development Code to limit the sizes of delicatessens, bakeries, and restaurants in Campus Research and Development zones. (LU 09-0034 and Ordinance No. 2552)
- Held a public hearing for Arts Council Contract
- Held a public hearing for Foothills Framework Plan Contract
At the June 22 and 23 Council meetings, the Council heard a report on the Second Look Task Force Report on Sensitive Lands. The Task Force recommendations included a broad range of program improvements, including stepped-up public management of the City’s parks and natural areas, enhanced outreach and education with more support services to Sensitive Lands property owners, and amendments to the existing code to allow the kinds of uses in the buffer areas that property owners have expressed frustration about: fences, swing sets, and small structures such as decks or sheds. In addition, the Task Force has proposed simplifying the permit process and allowing greater flexibility in reviewing development applications.
On June 28, Council will hold a special joint meeting with the Planning Commission to discuss the Comprehensive Plan update process.
The Council will meet again on June 29 and 30 at 6:30 p.m. At these special meetings, Council will receive public comment on the Second Look Task Force Report (Sensitive Lands).

New Water Treatment Process Recommended for Lake Oswego and Tigard
|
One of the key decisions for the Lake Oswego Tigard Water Partnership planning process is selecting the best water treatment method. Over the last four months, the Partnership has been working with a panel of national and regional experts in water treatment and public health to evaluate alternative treatment solutions. Last week, the panel recommended the cities of Tigard and Lake Oswego pursue conventional drinking water treatment plus ozone to best meet their future water treatment needs.
The public is invited to learn more at the Lake Oswego Tigard Water Partnership Open House tonight (Thursday, June 24) from 5:00 to 8:00 p.m. at the West End Building , 4101 Kruse Way, Lake Oswego. Join us for refreshments, activities for kids, and door prizes (including passes to the Tigard Festival of Balloons and 18 holes plus lunch at the Lake Oswego municipal golf course). For more information, visit lotigardwater.org.

"Deep Green" World Premiere
|
Almost every time we use energy, we burn carbon. Every time we burn carbon, we heat up the atmosphere. It’s a dirty fact that global warming cannot be stopped as long as fossil fuels run our planet. We can fix this. Over three years in the making, “Deep Green,” by Lake Oswego filmmaker Matt Briggs, is the first major documentary devoted exclusively to showing us how.
You are invited to the Bagdad Theater, 3702 SE Hawthorne Blvd in Portland, for the world premiere of this new documentary. Showtimes: Thursday, June 24 at 6 p.m. and Friday, June 25 at 5:30 and 8 p.m.
