In 1997 the Parks and Recreation Department developed a Luscher Farm Master Plan that included approximately 80 acres (CLICK HERE to view the 1997 Luscher Farm Master Plan). Since then the community has added twice as many acreage and several more properties to the area. In August 2010 the City and Parks and Recreation Department initiated a Master Planning process for all eight park properties that make up the Luscher Area. The Luscher Area Master Plan's intent is to provide a 15 to 20 year community vision for the all park properties in the Luscher Area.

OPEN HOUSE (April 21, 2011)
Open house occurred April 21, 2011 and the Online Open House/ Comment period occurred April 23 to May 8, 2011.
On Thursday, April 21, 2011 the Parks and Recreation Department hosted an open house to present site plan alternatives for the Luscher Area Master Plan. From April 23 to May 8, 2011 the materials also were posted online and made available for community members that were not able to attend the live event.
At the open house the design team presented three site plan alternatives that integrated input from the January 22 Design Charette, public comment period and other background information. The event and online open house provided an opportunity for community members to select their favorite alternative and select elements they would like to see around the site. The event had well over 200 participants.
The information below was presented at the April 21, 2011 Open House and online from April 23 to May 8, 2011.
DESIGN CHARETTE (January 22, 2011)
On Saturday January 22, 2011 the City held a design charette to kick off the Luscher Area Master Planning process. Community members gathered to discuss and brainstorm ideas for how they envision the park properties that make up the Luscher area in the future. Eight different concepts were created during the charette. To view group concepts click the corresponding button below. A two week online comment period followed the event. The collection of online comments and concepts from the charette were utilized to develop the three site plan alternatives presented at the April 21, 2011 Open House.

COUNCIL STUDY SESSION, LAMP Narrative Overview (February 19, 2013)

PLANNING COMMISSION STUDY SESSION, LAMP Narrative Overview (November 14, 2012)
Staff and MIG Inc. presented to the Planning Commission (PC) an overview of the Narrative and a overview of the planning process to date. COUNCIL STUDY SESSION (September 25, 2012)
Luscher Area Master Plan Update and Site Plan discussion. The Parks and Recreation Department met with the City Council to discuss the Luscher Area Master Plan (LAMP) Site Plan. Council previously directed a working group made up of the advisory board chairs from the Sustainability, Park and Recreation, Natural Resources and Historic Resources Advisory Boards to come to a consensus on the site plan and placement of park amenities/facilities. During the Council meeting staff presented comments and suggested modifications received from the working group and Planning Commission that would be integrated into the master plan’s final site plan. During the meeting, Council voted in favor of the site plan, including the suggested changes.
PLANNING COMMISSION STUDY SESSION (September 12, 2012)
On September 12 Parks and Recreation Staff presented comments and suggested modifications to the Luscher Plan site plan that were received from the working group. During this meeting staff discussed the planning process and asked the planning commission for feedback on the site plan. The Planning Commission provided further input to help inform the site plan, and expressed its comfort with moving forward with the LAMP planning process.
PARKS & RECREATION ADVISORY BOARD MEETING (June 15, 2011)
The Parks and Recreation Advisory Board (PRAB) met on June 15, 2011 to review the refined Luscher Area Site Plan. The meeting included a presentation on the background of the properties associated with the plan, the site plan and on the site design. Public comment was taken after the presentation. The Parks and Recreation Advisory Board took public comment and findings from system plan needs analysis into consideration and directed the design team to make site plan modifications. Due to these modifications the initial comment period was postponed until (June 27, 2011 to July 10, 2011).
