The second Community Forum focused on "Honing in on the Proposed Luscher Trail System - making sure it's safe and accessible for everyone".  The forum  included interactive activities that allowed participants to offer feedback and share information with each other.

Community Forum No. 1

The City conducted the first public forum that focused on the Luscher Farm Property on Tuesday, February 12 at the Maintenance Center. The first Community Forum provided an opportunity for attendees to learn about the Luscher Area Master Plan, Luscher Farm Agricultural Plan, and the 2025 Master Plan. The forum  included interactive activities that allowed participants to offer feedback and share information with each other.

Open Houses

The City held two public meetings to present a preliminary concept plan for proposed multi-use trails and bike park development on the Luscher Farm property. The project is in the conceptual planning stage and the Parks & Recreation Department is seeking input from the public in development of the plans. The events are closed.

Project Background / Summary: 

The City of Lake Oswego Parks and Recreation Department is proposing to develop approximately 1-2 miles of new natural-surface, singletrack trail for pedestrians and off-road cyclists at the Luscher Farm property.

The trails will be developed using best practices for sustainable singletrack, as developed by various federal land management agencies and trail advocacy organizations.

Approximately half of the trail development will occur on the Farr Property (TL# 3000), which is currently vacant and contains remnants of the single-family residence that was demolished. The remaining trails will be used to connect the Farr Property to the rest of the Luscher Farms public facilities, including a connection to the paved multi-use pathway that parallels Rosemont Road.

The Farr Property is proposed to be developed with ancillary support facilities including parking (approximately 15 stalls) and circulation, signs, a welcome kiosk, a porta-potty pad, and a shade structure. An existing approximately 2,000 SF structure will have a portion removed to reduce it’s size to approximately 1,200 SF, and is proposed to be used by the Parks and Recreation Department for storage.
