Jefferson Parkway Construction Begins Week of June 18
The City of Lake Oswego has contracted with Pacific Excavation, Inc. to pave Jefferson Parkway from Westlake Drive to Kerr Parkway. Construction is scheduled to be complete before school resumes in late August.
The project requires full road closures in three segments from west to east, with temporary detours through adjacent neighborhoods. Each closure will take a few weeks as several inches of roadbed is ground up, restructured, and then paved. Detours will change with each closure, so watch for signage over the summer.
Week of June 18: Westlake to Spinosa
The first closure, beginning the week of June 18, will be from Westlake Drive to just west of Spinosa. Follow detour signage around the work area.
- Neighbors who live on Mountain View Lane will have access from Westlake drive.
- Neighbors who live on Creekside Terrace will have one-lane access from Kingsgate Road.
Kingsgate will be closed at Jefferson Parkway except as access for Creekside Terrace residents. Spinosa will be accessible only from Kerr Parkway during the first few weeks.
Note: The Mountain Park Community Garage Sale is June 23 and 24. The City is working with Mountain Park staff to make sure visitors have access to all the sales.
Early July: Spinosa to Abelard, and beyond
In early July, the closed segment will shift east between Spinosa and Abelard Street — and then in late July, Abelard Street to just west of Kerr Parkway. The contractor will work closely with neighbors on streets that have limited access. Expect brief closures with flagging along the entire road later in August, during final top paving and striping.
Days, hours and detours
The contractor generally will work Monday through Friday 7 a.m. to 6 p.m. Crews may work Saturdays, but the contractor does not anticipate regular Saturday hours. However, when the road has been ground down, full road closures (sometimes called “hard” closures) with detours will be in place 24 hours per day, seven days per week.
During a full closure, everyone (including residents) must follow the detour routes or find another route. Residents on streets accessible at only one location from Jefferson Parkway will have a very specific route to access their street (either from the west or east), depending on the location of the work zone. Neighbors on these streets should watch for signage changes and follow any instructions from the contractor.
Pavement grinding will make the road unsafe and unfit for travel during construction. Follow all traffic-control signage and avoid active construction areas, for the safety of all.
Schedule: May – September 2018 (major work June-August while school is on break)
Project: Includes reconstruction of the Jefferson Parkway road surface from Westlake Drive to Kerr Parkway (see the map), curb ramp replacements, new signs, and striping. This is a pavement rehabilitation project and does not include sidewalk.
Traffic impact: Jefferson Parkway will be closed in phases. Watch for detours over the summer. Access will be coordinated for neighbors who must use Jefferson Parkway.
