Neighborhood Planning

The City of Lake Oswego is committed to enhancing its neighborhoods.  To this end, the City has a neighborhood planning program that provides support to neighborhoods in developing focused neighborhood plans. 

 

A neighborhood plan is an official element of the City of Lake Oswego Comprehensive Plan.  A neighborhood plan includes goals and policies that define and shape the unique characteristics of a neighborhood.  It also includes specific improvement projects that enhance a neighborhood.  To date, neighborhood plans have been adopted for the following neighborhoods:  First Addition, Old Town, Glenmorrie, Lake Grove, Waluga, Lake Forest, Evergreen and Palisades.

The Neighborhood Plan elements of the Comprehensive Plan and the Community Development Codes are intended to mutually support one another. The neighborhood plans do not contain specific standards for development. Instead, they provide the policy basis for specific standards and procedures of the Community Development Code that are used to review new development and modifications to existing development. However, the Plans are applicable to legislative decisions such as Comprehensive Plan and Zone Map amendments.

Neighborhood Planning Kit* 

The intent of the Neighborhood Planning Kit is to provide clear and easy-to-follow guidelines for Lake Oswego Neighborhoods as they work with City staff to prepare their Neighborhood Plan. The recommended approach is not a rigid formula, but a suggested methodology based on the experiences of previous neighborhoods that can be adapted to meet the needs of your neighborhood association.  We encourage neighborhoods to bring in their own creativity to the process.

Adopted neighborhood plans are listed below. These plans are available on-line; however, they usually don't include the figures or appendices. For a complete copy of any neighborhood plan listed below, please contact the Planning Department at 503-635-0290.

Evergreen Neighborhood Plan  (33MB PDF or click here to downloaded smaller file sizes)

The Evergreen Neighborhood Plan is a cooperative effort between the Evergreen Neighborhood and the City of Lake Oswego, and was adopted in November 2005. 

First Addition Neighbors and Forest Hills Neighborhood Plan
The 1996 Neighborhood Plan -- a cooperative effort between the First Addition Neighbors and the City of Lake Oswego. In 2008 the plan was updated to include the Forest Hills Neighborhood.

Glenmorrie Neighborhood Plan

The 2000 Neighborhood Plan -- a cooperative effort between the Glenmorrie Neighborhood Association and the City of Lake Oswego.

Lake Forest Neighborhood Plan
The Lake Forest Neighborhood Plan was adopted March 5, 2002.  It is a cooperative effort between the Lake Forest Neighborhood and the City of Lake Oswego.  It has not yet been been published; however, it is available as plain text in PDF format.

Lake Grove Neighborhood Plan
The 1998 Lake Grove Neighborhood Plan -- a cooperative effort between the Lake Grove Neighborhood Association and the City of Lake Oswego.

Old Town Neighborhood Plan
The 1998 Neighborhood Plan is a cooperative effort between the Old Town Neighbors and the City of Lake Oswego. The Plan does not include Figure 1 (Neighborhood Boundary Map), Appendix I (Applicable Zoning Code Sections), Appendix II (Applicable Development Code Sections), or Appendix III (LODS 24.005 Development Standard 24 -- Old Town Standard).

Palisades Neighborhood Plan

The Palisades Neighborhood Plan was adopted by City Council in November 2008.  Two versions of the Plan can be found online. The first is the City-adopted plan, which consists of Goals, Policies and Action Steps that direct the City's work and amend the City's Comprehensive Plan. The second is a longer version of the plan that was approved by the Palisades Neighborhood Association. In addition to the information included in the City-adopted version, this longer version includes extensive background information and Goals, Policies and Action Steps that direct the work of the Palisades Neighborhood Association.

Waluga Neighborhood Plan
The 2002 Neighborhood Plan, a cooperative effort between the Waluga Neighborhood and the City of Lake Oswego.  The Plan which was adopted March 5, 2002 has not been published, however, it is available as plain text in PDF format.
