About the Palisades Neighborhood Plan
On November 18, 2008, the Lake Oswego City Council adopted the Palisades Neighborhood Plan as a special district chapter of the City's Comprehensive Plan. The Plan outlines Palisades residents' vision for their neighborhood in 2028, and sets broad goals, specific policy direction, and detailed actions needed to get there.
The Palisades Neighborhood Association also approved a longer version of the plan, which includes extensive information on neighborhood history and existing conditions, as well as policies and action steps for the Palisades Neighbohroood Association to pursue. This version of the plan was not adopted into the City's Comprehensive Plan, but is intended to serve as a reference for the City and roadmap for future work of the Palisades Neighborhood Association.
Action steps include:
- Development of a pilot lakefront zoning district
- Exploration of additional regulations to address unique neighborhood character
- Development of additional design standards for congregate housing and residential care housing
- Many projects including a list of desired new pathways
Next Steps
Once a neighborhood association implementation committee has been formed, the City and Palisades Neighborhood Association will work together to prioritize and implement the action steps outlined in the Plan.

How the Plan was Developed
The Palisades Neighborhood Plan was an opportunity for all 1,540 households in the Palisades neighborhood to articulate a vision for the future their neighborhood, and develop a plan for reaching that vision.
In 2006, the Palisades Neighborhood Association was selected as the next neighborhood to work with City staff to complete a neighborhood plan. The City has worked closely with the Palisades Neighborhood Plan Committee to gather input from Palisades community members and develop a draft neighborhood plan.
Meetings were held in areas throughout the neighborhood to gather input for drafting the vision, and subsequent meetings were organized to present the results. Forums were also held on different topics to provide residents with information on existing conditions and City goals and policies, and to solicit their ideas for the plan. Information for the plan also came from the 2005 Palisades Citizen Survey, which was mailed to all Palisades households.
The resulting plan includes a 20-year vision for the Palisades neighborhood, and addresses topics including neighborhood history, citizen involvement and communication, land use, parks and recreation, transportation, and natural resources.
