PROJECT DESCRIPTION AND OBJECTIVES

The Boones Ferry Road refinement plan is a planning and engineering project to better define the set of street and pedestrian improvements needed to help transform the Lake Grove Village Center into a pedestrian-friendly mixed use center. The current work program is intended to meet the following objectives:

Provide greater certainty to the City and property owners regarding the proposed roadway design and the amount of right-of-way needed to build a “great street” consistent with the concepts set forth in the Lake Grove Village Center Plan (adopted in 2008);

Define the approach for providing a “green street” as part of the final Boones Ferry improvements;

Incorporate appropriate recommendations from the Phase 1 Boones Ferry refinement study completed in October of 2009; and
-
Utilize an efficient and open public process to develop recommendations for the refinement plan.

Kick-off Meeting
On Thursday, October 28, 2010, the City held its public kick-off meeting for Phase 2 of the Boones Ferry Road Refinement Plan. The meeting was an opportunity for neighbors, property owners, and business owners to learn more about the project and the timeline. The consultant team and City staff presented information about the history of the project, the scope of work, and opportunities for people to get involved in the project. Project Advisory Committee (PAC) member Mike Buck invited business owners and property owners to contact him about any concerns they may have.
Consultant team member Dave Elkin of Greenworks gave a short slide show on greenstreet options. The presentation was well received by those in attendance and provided some clarity as to what might be expected in terms of stormwater management. To view the presentation, click here.
Approximately 25 persons attended the event. Direct mail notice was sent to Lake Grove commercial property owners, to business owners listed on the City’s business license records, and to people who testified during the Lake Grove Village Center hearings. In total, just over 500 notices were mailed. In addition, notice was sent by e-mail to over 200 people via the City’s planning notice Listserv.
The next steps in the process include Project Advisory Committee meetings in November and December where the PAC will define evaluation criteria, examine preliminary alignments, and review the 22 proposed refinements identified in Phase 1. The PAC typically meets from 4:30 to 6:30 on the second Wednesday of the month, just before the Transportation Advisory Board meeting. Project Advisory Committee -
The project advisory committee (PAC) is an ad-hoc committee charged with developing recommendations for a final pre-engineering concept plan for improvements to Boones Ferry Road. The PAC typically meets on the 2nd Wednesday of every month from 4:30 to 6:30 PM in the Lake Oswego City Council Chambers. Please note that the dates and times are subject to change, please refer to agenda.
