Boones Ferry Road Refinement Studies (PP 08-0013)

The City is beginning the process of discussing the scope of work to be developed for the Boones Ferry Road Refinement Study including traffic and safety analysis, economic impacts analysis, and stormwater management feasibility.

Plan Background

The Lake Grove Village Center is designated by the City of Lake Oswego’s Comprehensive Plan as a “Town Center” which is described as an area where good transit services, a pedestrian environment, shopping, services, entertainment and higher density housing are encouraged. The Lake Grove Village Center is one of two town centers in Lake Oswego. The Lake Grove Village Center Plan (Plan), through the implementation of its land use and transportation concepts, provides an opportunity to enhance the commercial and high density residential portions of Lake Grove as a vibrant, attractive, and coordinated mixed use area. The village center planning process has provided a way for businesses, residents and other stakeholders to create a common vision for the area and to identify ways to realize that vision.

The City’s current efforts to plan for the Lake Grove Village began in September 2002, and will be completed in 2006 with the adoption of the Village Center Plan, with many of the implementation measures identified during the process coming to fruition over the next 20 years. Throughout the planning process, the Planning Commission has guided the work of consultants, staff and numerous citizens in their efforts to create a visionary yet realistic Plan to guide future development in Lake Grove. Many of those involved have come to appreciate the delicate balancing act required to integrate and coordinate the sometimes contrasting interests of the many stakeholders involved in the effort.

Public Involvement Process


A preliminary planning and public involvement process began in September, 2002, and culminated with the development of the Lake Grove Town Center (LGTC) Plan Report in July, 2003. Throughout the year, several well attended community open houses and a multi-day design charrette were held to identify issues and test concepts. The LGTC Plan Report provided a summary of land use and transportation concepts, and identified issues, points of view, and consultant conclusions resulting from the Lake Grove Town Center process to date. When completed the LGTC Plan Report served as a source document for and bridge to the follow up implementation planning process.

Advisory Committee

In October 2003, the City Council formed and appointed members to the Lake Grove Village Center Implementation Advisory Committee.  The Advisory Committee has assisted in the development of a draft Lake Grove Village Center Plan consistent with the adopted Guiding Principles, and building on the work and recommendations summarized in the Lake Grove Town Center Plan Report.  Committee members have met regularly with City staff and held a community workshop on March 29, 2005.  A graphic and written report for recommendation to the Planning Commission is being finalized.  The report includes recommended zoning and design standards, amendments to the City's Comprehensive Plan and Transportation System Plan, a list of priority capital projects, and funding sources for Village Center projects.

Work sessions with the Planning Commission are scheduled and a community open house will be held on September 25, 2006.  Following the work sessions, public hearings will be scheduled before the Planning Commission and then the City Council.  The Planning Commission will forward their recommendation to the City Council for consideration and the City Council will make the final decision.

The Advisory Committee Charge Statement (which includes the Guiding Principles), draft Lake Grove Village Center Plan, Development Code Amendments, meeting schedule, meeting agendas, meeting notes, and other information are posted on this web site and will be updated throughout the process.
