Planning News June 22 – June 26, 2009

 

Planning Commission

On June 22, 2009 the Planning Commission met in a work session to consider LU 08-0053, Ordinance 2523 – Comprehensive Plan – Infill Amendments and LU 08-0053, Ordinance 2524 – Community Development Code – Infill Amendments.  This work session was for in-depth Commission discussion of the following:

  • Infill Work Plan
  • Section 6 - Residential Infill Design (RID) Review

Neighborhood Planning

The Lake Grove Plan Implementation Committee met on June 23 to discuss the neighborhood code provisions to move forward to Planning Commission and City Council for further discussion.

Pre-Application Conference

Staff met on June 25 for a Pre-Application Conference on PA 09-0023, a request to remove or demolish the Marion Platts house, at 595 6th Street, which is a designated City Landmark.

Administrative Staff Approval

Staff approved LU 08-0055, a Lot Line Adjustment and RP (stream corridor) and RC (tree grove) delineation at 5500 and 5600 Meadows (Kruse Oaks) with conditions.

Next week:

The Glenmorrie Neighborhood Plan Implementation Committee meets on June 30 to discuss code provisions to move forward to Planning Commission and City Council for further discussion.

Regional Planning

Clackamas County Urban and Rural Reserves PAC – June 23 – The PAC continued their analysis of proposed rural reserve areas.  The group did not reach consensus on a recommendation for the north Stafford area.  There were three motions and three votes:

1)  All of Stafford as a Rural Reserve (2 for/16 against)

2)  Do not designate any of the Stafford area as Rural Reserve (6 for /16 against)

3)  Only designate Natural Areas (Wilson Creek & Tualatin River) as a Rural Reserve (8 for /17 against)

The group is scheduled to meet again on June 30 to discuss rural reserve designations for the Pete’s Mountain area and the area east of Wilsonville.  They are expected to begin discussion of urban reserves on July 14.   (Importance:  This group is helping to formulate the County position on whether the Stafford area will become urbanized.  Depending on how it is done, urbanization of the Stafford area could have negative effects on traffic and quality of life in Lake Oswego.)

 

Metro Policy Advisory Committee – June 24 – MPAC held small group discussions regarding advantages and disadvantages of maintaining a tight urban growth boundary.  This was intended to give members a better understanding of the issues.   (Importance:  MPAC will be making recommendations to the Metro Council regarding UGB amendments.)   

 

Metro Technical Advisory Committee – June 24 – MTAC held a special meeting to review the Employment Urban Growth Report.  Draft background information on the need for large industrial sites was distributed.  No recommendations were made.   (Importance:  The Employment Urban Growth Report will provide the factual basis and assumptions for any UGB amendments.)   

 

Clackamas County RTP Meeting – June 25 – Local staff and elected officials met to discuss the process for updating the Regional Transportation Plan.  This meeting is a first step in updating the project lists that will be included in the RTP.  (Importance:  The RTP will include the list of projects that will be eligible for Metro and Federal funding.)

Clackamas County Urban and Rural Reserves TAC Meeting – June 25 – The County’s Technical Advisory Committee met to discuss the process for evaluating urban reserve areas.   (Importance:  The TAC advises County staff who will be preparing a staff report for the County’s Urban and Rural Reserves PAC that will help to form the basis for reserve decisions.

Upcoming Activities/Meetings

Clackamas County Urban and Rural Reserves PAC – June 30 – The PAC will meet to discuss rural reserve designations for the Pete’s Mountain area and the area east of Wilsonville.  (Importance:  The PAC recommendations will be considered by the County commissioners in rural reserve and urban reserve decisions.)

Metro Technical Advisory Committee – July 1 – MTAC will continue their review of the Employment Urban Growth Report.    (Importance:  The Employment Urban Growth Report will provide the factual basis and assumptions for any UGB amendments.)

Planning News June 15 - 19, 2009

 

Development Review Commission

On Monday, June 15 the Development Review Commission met and tentatively approved LU 09-0012, a review of the conditions of approval required in LU 08-0007, which relate to the Lakeridge High School Conditional Use Permit (CUP) for the athletic field.  A formal review by the DRC is required by Condition D(8) of LU 08-0007 each year for three consecutive years following the decision date for LU 08-0007.  The purpose of the review is to determine if the conditions of approval are being met.

Sustainability Advisory Board

The Sustainability Advisory Board met on June 15th to debrief on Lake Oswego’s Sustainability Action Month, which took place in May. They also discussed efforts to develop a community sustainability plan and its relationship to the City’s Comprehensive Plan.

 

Natural Resources Advisory Board

The Natural Resources Advisory Board met on June 17th and discussed plans to provide information on invasive and native plants at a Farmer’s Market booth this summer, and they reviewed and provided feedback on the City’s outreach efforts with respect to Sensitive Lands.

 

Neighborhood Planning

The Neighborhood Plan Work Group met on June 15 to continue discussing the content and process for developing new neighborhood plans.

The Glenmorrie Neighborhood Plan Implementation Committee held a second neighborhood open house on June 17 to discuss Glenmorrie’s proposed overlay zone code provisions. A vote was taken on which provisions to present to Planning Commission.

 

Staff attended the Waluga Neighborhood Association board meeting on June 18.

Pre-Application Conference

On June 18, staff held two pre-application conferences on the following:

  • A class I variance to reduce the side yard setback from 10 ft. to 8 ft. at 1969 Palisades Terrace Drive; and
  • A request to move or demolish a dwelling registered on the historic landmark designation list at 595 6th Street.

Regional Planning

Metro State of the Watersheds Report – To assist with monitoring environmental goals set forth in Titles 3 and 13 of the Metro Functional Plan, Metro has prepared a new report that describes the baseline conditions of the region's watersheds.  The report takes advantage of new technology and improved data for several science-based, repeatable, environmental indicators.  The report indicates that Lake Oswego has approximately 75% tree coverage within 50 feet of significant streams.  Lake Oswego’s score ranks third in the region behind only Durham and Rivergrove.  The report can be downloaded at: www.oregonmetro.gov/watersheds(Importance:  This data may be helpful in continued discussions about Lake Oswego’s sensitive lands program.)

Metro RTP Work Group – June 15 – The work group met to discuss the process for adding to the list of transportation projects that are included in the Regional Transportation Plan.  (Importance:  The list will help to establish the priority for Metro and Federal funding of regional and local transportation projects.)

Metro Technical Advisory Committee – June 17 – MTAC reviewed the proposed Residential Urban Growth Report and recommended that MPAC support the forecast range for refill (redevelopment and infill) that is included in the report.  The report states that, at the low end, 27% of all new residential development in the region will occur through infill or redevelopment.   The report states that, at the high end, 40% of new residential development could be refill.  (Importance:  These forecasts will be the basis for establishing the 20-year land need for the region and whether the UGB will need to be expanded.

Planning News June 1 - 5, 2009

 

City Council

On June 2, the City Council approved an amendment to the Palisades Neighborhood Plan to include an updated neighborhood character map

 

Boones Ferry Road Refinement Study

On June 4, staff attended the Lake Grove Business Association (LGBA) meeting to give a short presentation with Carl Springer of DKS on the status of and methodologies behind the Boones Ferry Road Refinement Study.

 

Neighborhood Planning

Staff attended the Lake Forest Neighborhood Association board meeting on June 4 to discuss neighborhood plan implementation.

Pre-Application Conference

On June 4, staff held a pre-app meeting with Lakeridge High School for proposed field improvements and new concession stand and storage building on the JV baseball field and an addition to the concession stand on the varsity baseball field.

Regional Planning

On June 4, City staff attended the Clackamas County Reserves Technical Advisory Committee meeting.  In preparation for the July Policy Advisory Committee meeting, County staff presented and requested comments on a draft copy of the urban reserve factors template and preliminary evaluation.  County staff and Metro staff also reviewed the results of the urban design charrette.  The charrette was intended to inform the urban reserves process by illustrating how certain areas in Clackamas County could look like if Metro’s Great Communities and 2040 design concepts were applied.

Planning Counter Hours

The Planning Division located at City Hall will be open daily from 8:00 a.m. to 4:00 p.m. No new applications can be submitted after 3:30 p.m.  In addition the Planning Counter will be closed on Wednesday from 2:30 - 4:00 p.m.
