Active Planning Projects
Code Reorganization - Phase 1 (PP 10-0019)
The goal of the Phase 1 Code Reorganization project is to present the existing content of the Community Development Code (CDC) and related development codes in a more coherent, consistent, concise and user-friendly manner.
Boones Ferry Road Refinement Plan - Phase 2 (PP 10-0011)
The City is beginning the second phase of this project which is intended to produce a preliminary road and right-of-way design for Boones Ferry Road. The refinement plan will provide more detail and be consistent with the recommendations in the LGVC Plan, adopted in April 2008.
Phase 1, was completed in September of 2009, and focused on technical traffic and design requirements, and identified 22 possible refinements to the LGVC Plan.
Flood Management Options (PP 08-0010)
The City is working on flood mitigation options for the floodplain areas in the Foothills District and around Oswego Lake that will address physical changes that could help to reduce the risk of flooding in the community.
Foothills Redevelopment Planning
The City is currently developing a framework plan for redevelopment of the 107-acre Foothills District just east of downtown, between State Street and the Willamette River.
Periodic Review (PP 10-0007)
The City is updating its Comprehensive Plan as part of the state-required Periodic Review process. Through spring 2013, the City will be updating the plan's goals and policies to ensure they reflect the community's vision for Lake Oswego in 2035, and respond to new conditions and trends since the plan was last updated in 1994.
Past or Inactive Planning Projects
Code Audit (PP 09-0007)
The purpose of the audit is to identify problems with the organization, readability, and use of the code and to flag substantive issues for future consideration.
Community Development Code Amendments (PP 08-0002)
The Planning Commission is beginning their review of a set of "housekeeping" code amendments. Over the next several months they will be meeting in work session to review the proposed changes.
Natural Resources Map Revisions (PP 07-0004)
The City's Natural Resources Atlas shows the streams, wetlands, and tree groves that are protected by the City's Sensitive Lands Code. The revisions are to correct errors and omission. This project is currently on hold. For more information and draft maps, click here.
Affordable
Housing (P 02-0012)
The City is examining strategies for affordable housing
in Lake Oswego. The site provides background information
and links to the task force on affordable housing.
Buildable Lands Inventory/Dwelling Unit Capacity Analysis (PP 07-0009)
The City conducted a buildable lands inventory which estimated the net acreage of buildable lands within the Urban Services Boundaryand a Dwelling Unit Capacity Analysis (DUCA) which estimated the number of dwelling units based on the net acreage of buildable lands.
Downtown Lake Oswego Carsharing Study (PP 07-0012)
In 2007, the City of Lake Oswego was awarded a grant from Metro to study the feasibility of establishing a carsharing program in downtown Lake Oswego. To determine the level of interest in this program, the City is surveying residents and businesses located within 1/4 mile of the potential locations for carsharing vehicles.

Foothills (P 04-0006)
This effort produced conceptual scenarios for redevelopment of the Foothills District just east of downtown, anticipating the need for additional technical analysis and planning (started in 2010). To learn more about the Foothills Redevelopment planning effort, click here.
Infill Task Force 2005 (P 05-0007)
The Infill Task Force is charged with reviewing and evaluating the 2003 infill standards and making recommendations for amendments, if necessary.
Lakefront
Zoning (P 02-0007)
The City of Lake Oswego and the Lake Oswego Corporation
have jointly sponsored a study examining issues and possible
revisions to development regulations for lakefront properties.
Issues being addressed include setbacks, height, garage
location, and bulk. The site provides a schedule and
background information.
Lake
Grove Village Center (P 01-0002)
The Lake Grove Town Center Plan provided an opportunity
to enhance the commercial and high-density residential portions
of Lake Grove as a vibrant, attractive and coordinated mixed
use area. The City of Lake Oswego’s Comprehensive
Plan describes a Town Center as an area that serves tens
of thousands of people, where good transit services, a pedestrian
environment, shopping, services, entertainment and higher
density housing will be encouraged.
Outlook
2025 (P 02-0001)
The Comprehensive Plan is the City’s ultimate planning
document. It guides short and long-term social, economic
and land use decisions in the community.
Periodic Review Evaluation & Work Program (PP 08-0012)
Through the state required Periodic Review update process, the City is initiating a review and update of the City’s Comprehensive Plan. The first part of the process, beginning August 2008 through early 2009, will focus on development of the work program which identifies the items to address in the update. The second part, starting in early 2009, will be to work on the changes identified in the work program.
Quality
of Life (P 01-0001)
The purpose of a Quality of Life Indicators Program is to
maintain community livability and identify growth related
impacts that may affect the community’s quality of
life. Goal 14 of the City’s Comprehensive Plan
provides direction for the development of objective indicators.
Sloped
Lots (LU 04-0002)
The City is proposing amendments to the Lake Oswego Community
Development Code in response to testimony that the Planning
Commission and City Council received at public hearings
on the new infill standards that the City adopted in 2003.
Citizens suggested that the down slope wall of a house should
be allowed to be taller so the living area on a single floor
could be maximized and the need for stairways lessened.
Transportation Management Plan for Downtown Neighborhoods (P 04-0012)
One of the benefits that neighbors who live near downtown Lake Oswego treasure about their community is the ability to walk and bike to nearby shops and activities. The Transportation Management Plan for Downtown Neighborhoods is a plan aimed at maintaining and promoting those opportunities.
