The Sign Code allows temporary and permanent
signs to be displayed in the city. The purpose of the Sign Code is to ensure
that signs are constructed, erected, and maintained in a safe manner that does
not create visual distractions for motorists. It also helps our community
maintain a neat, clean, orderly, and attractive appearance.
- Temporary Signs
Temporary signs are allowed in all zones with limits on the placement,
duration, and manner in which a sign is displayed. Temporary signs to
advertise a special event or store opening, such as a banner, require a
temporary permit.
- Temporary Sign Collection and Retrieval
The Sign Code provides that "no temporary sign shall extend into or
over the public right-of-way of any street." LOC 47.08.300(A)(2)(a).
The following guidelines are used to determine the location of the public
right-of-way. All signs should be placed behind these items, on private
property.
1. Water meters; utility
boxes; utility poles/overhanging wires
2. Traffic signals; traffic signs; street lights; fire hydrants
3. Road medians/landscape islands
4. Planting beds on the street side of sidewalks
5. Sidewalks and streets unless posted as private
6. Property pins nothing the edge of the public right-of-way
Signs placed in the public right of way are
subject to removal and a $21 retrieval fee per sign and/or a Notice of Civil
Infraction, citation, and fine.
- Permanent Signs
Generally a sign permit is required for permanent signs installed in both
residential and commercial zones. Restrictions on the number, size, and
placement of permanent signs vary by zone.
Special event sign banners are temporary banners that are hung over roadways to advertise upcoming events in or near Lake Oswego.
