Development Code Updates
The Planning Commission and Planning Department are seeking public feedback on amendments to the Community Development Code, which are proposed for the purposes of ongoing maintenance, making the code more user-friendly, and complying with Oregon statute. Two public Discussion Drafts are available for review, and comments received by June 10 will be shared with the Planning Commission for their June 23 work session on the amendments. ABOUT THE CODE UPDATE PROJECTS*
Annual Code Updates (LU 14-0014A): These amendments to the Community Development Code (CDC) are part of the City’s efforts to make the regulations more useable for residents, developers and City staff by correcting errors, eliminating text ambiguities and redundancies, and clarifying code text. Non-conformities and Variances (LU 14-0018): These amendments implement recommendations from the 2010 Community Development Code Audit and the 2012 Code Reorganization projects and are intended to update, streamline and simplify sections of the Development Code that allow adjustments or variances to code standards and regulate nonconforming structures and uses to make them easier to understand and administer.

Clear and Objective Housing Standards (LU 14-0019): These amendments are proposed to bring the Code into compliance with State regulations which require an opportunity for housing to be developed under clear and objective approval standards. The State requirement is intended to reduce unnecessary costs and delays in permitting housing and the City must come into compliance as part of its Periodic Review process. The amendments address attached housing with three or more units, multi-family housing, and residential mixed-use. Detached single family homes are already permitted through a clear and objective process.

How to Comment on the Discussion Drafts
Public Discussion Drafts for Nonconforming and Variance Code Amendments and Clear and Objective Housing Amendments are available using the links below. The public is invited to review the draft online, or may request a copy from the Lake Oswego Planning Department, 380 A Avenue, Third Floor.
Staff encourages the public to contact them with questions, and is available to meet with citizens informally or present at community group meetings.
