City Attorney
The City Attorney’s Office provides legal advice and representation to
the City of Lake Oswego.
City Council
The City Council is the governing body of the City of Lake Oswego, and the citizens
elect members at large. The Mayor and Councilors are elected to four-year
terms. The charter provides that the term of office for the Mayor and Councilors
not exceed a period of eight consecutive years.
City Manager
The City Manager is the Chief Administrative Officer, appointed by and serving
at the pleasure of the City Council. The City Manager manages the City’s
business and implements the Council’s plans and orders. The City
Manager is the Chief Budget Officer, and serves as the Executive Director of
the Lake Oswego Redevelopment Agency.
Economic and Capital Development
The Economic and Capital Development Department manages economic development programs and capital development projects that support the attraction, retention, and expansion of local businesses.
Engineering
Our core purpose is to provide quality-engineering services for the City of Lake
Oswego consistent with environmental values, safety standards and the needs of
the community.

Library
The Lake Oswego Public Library, your community resource for information and enrichment,
provides public access to an excellent collection of books and other materials. The
Library provides programs and services for patrons of all ages, and is a member
of the Clackamas County cooperative library system. |

Maintenance
The City of Lake Oswego Maintenance Services Department provides many of the
basic urban services to the citizens of Lake Oswego, including Water, Sanitary
Sewer and Storm
Drainage Systems, and their maintenance and repair. The department is also
responsible for Street and Parks
Maintenance
Municipal Court
The Municipal Court is the judicial branch of Lake Oswego city government. It
has jurisdiction over all violations of city and state laws committed within
city limits other than felonies. The court does not handle civil or small
claims cases.
Parks & Recreation
The Department operates one of the most active parks and recreation programs
in the Portland metropolitan area. It manages over 535 acres of park property
and over 45 acres of recreation facilities including the Adult Community Center,
Indoor Tennis Center, the 18-hole Golf Course and Practice Range, and the Charlie
S. Brown Water Sports Center on the Willamette River.
Planning
Land use planning involves the consideration and balancing of many different
factors and issues to make the best decisions for the community both for the
short and long term. The Planning Department has two components: Long Range
Planning and Development Review.
Police
The Lake Oswego Police Department is a full-service police force with 42 sworn officers and 27 non-sworn
personnel. The Department carries out its mission through six divisions with activities that range from criminal investigations and traffic law enforcement to animal control, education programs, and neighborhood watch services. The Department also fields two K-9 teams, provides a school resource officer, and operates a 911 emergency dispatch center. The Police Chief is Don Johnson.
Public Affairs
The Public Affairs Department includes the City Recorder, who prepares the Council
and Redevelopment Agency agendas, maintains the official Council records and
serves as the City Election officer. The Citizen Information Center prepares
the City Newsletter and works with citizens and other city departments on communicating
with citizens. The Records Center maintains official city records and Mail/Print
Shop provide services to other City Departments.
Redevelopment
In 1979 a “Blue Ribbon” Committee recommended that the City Council
create an Urban Renewal District that would be entitled to utilize the powers
granted by Federal and State laws for Urban Renewal Activities
