Approved Minutes - 2018-05-21 (02) t Oso CITY OF LAKE OSWEGO _ Sustainability Advisory Board Minutes V mower ❑ °REGMay 21,2018 Call to Order/Roll Call Co-Chair Eliot Metzger called the May 21, 2018 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Eliot Metzger, Bob Sack, Karl Friesen, Paul Soper, Stephanie Glazer, Richard Canaday, Sarah Hussion Councilor John LaMotte Members Excused/Absent Karthik Sreedhar,Jonathan Payne Staff: Jenny Slepian, Sustainability and Management Analyst Public: Drew Spainhower, Brooke Baker,Johann Shahalami, Nicole Underwood Announcements from Board and Staff • Eliot mentioned that SAB interviews are on Thursday • Jenny summarized the issue at The Windward with Salt and Straw putting ice cream in the compost. Working with Clackamas County to figure out how to deal with ice cream waste. • Community Clean Up Day is on June 16. • Bob brought up the Electrify America program, which is focusing on getting electric school buses in Oregon. Mostly replacing old diesel buses in rural Oregon, (Note:Jenny attended an Electrify America meeting at Metro since this meeting, and this program did not come up.The majority of the program will instead be focused on providing charging infrastructure to multifamily complexes in underserved areas) Approval of Minutes The Board unanimously approved the April 15, 2018 meeting minutes. Public Comment Brooke and Johann both intern at Luscher Farm and are both interested in sustainability. Nicole just graduated with a concentration in sustainability, also manages a Starbucks and they have some sustainability initiatives. Wondering how to get composting pickup- Drew can help with that. Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update Councilor LaMotte shared items from the latest City Council meetings: • Last meeting discussed moving parks and rec to the golf course. Not a huge discussion, priced out a rough cut for a new building at the golf course. Should finally be their home. • Discussed ADUs as an option for affordable housing.Addressed parking and ownership. Still addressing SDCs tied to affordable housing. • More ideas for workforce housing-2 state laws coming into effect for affordable housing. Have to approve what the state approved to have it on the books • Having a second meeting in June to address the Civic Center issue.June 12, 6:30pm. • Paul asked if the Mercantile site will have an affordable housing requirement.John said that the councilors had a meeting with the developer and it doesn't seem like it will go anywhere, even after offering lots of alternatives. C. Climate Action Plan Implementation Jenny discussed the internal process or updating sustainability plan and reminded everyone that we are probably a year or so away from implementation.There is a little bit of pushback from City staff on some of the actions, and some of them may be removed. Important to remember that the Council resolution was to approve the actions to be included in a revised sustainability plan.The CAP is not meant to stand on its own. John suggested putting together work plans for each section of the CAP. Stephanie suggested putting everything on a fiscal year schedule. John suggested having small group sessions with staff and SAB to discuss certain actions. Eliot suggested working with outside groups to help meet the goals. Bob gave a presentation on the EV fair: • August 26-cars from dealers, and cars with owners • Gave some stats on the trend in EV ownership by 2030 • August 23 presentation on EVs • Discussed SAB sponsorship • SAB discussed whether this should be a City endorsed event, or let the community lead it, Stephanie brought up whether the City would support EV friendly policies • Richard moved that SAB endorse the concept of this fair and cover the costs of the fees • Eliot suggested using this as an opportunity to collect public comment • Karl will help Bob with organizing D. Waste Discussion Jenny summarized some ideas for carrying out the midterm review for Republic Services.The resolution will go to the City Council on June 5. After that,we will put a panel together for the review. Drew said he could provide SAB with some information on innovative recycling options offered by Republic.
