This requires consideration of both long-term and short- term effects on ecological, economic, and community systems. Operating sustainably means that we are leaving a legacy for the community of Lake Oswego and the planet. A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are enriched by a wide range of choices in transportation, housing, recreation, and culture. Our infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged. SAB Mission & Duties The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of- life sustainability of our community. The Sustainability Advisory Board shall: a. Advise and assist the City Council in efforts to make City operations more sustainable. The Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's Sustainability Plan. b. Assist in the development of plans and policies to enhance the sustainability of the City as a whole. c. Educate and engage the public in efforts to make the community of Lake Oswego, including residents, businesses, and institutions, more sustainable. SAB Meeting Ground Rules We have agreed to abide by these ground rules to increase our meeting effectiveness. 1. Participate–everyone share "airtime" 2. Speak for yourself– use "I" language 3. Seek clarity: –ask clarifying questions – paraphrase what you hear others say –check out your hunches 4. Have fun t Oso CITY OF LAKE OSWEGO _ Sustainability Advisory Board Minutes V moor0 °REo July 17, 2018 Call to Order/Roll Call Co-Chair Eliot Metzger called the July 17, 2018 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Eliot Metzger, Bob Sack, Stephanie Glazer, Richard Canaday, Councilor John LaMotte Members Excused/Absent Karl Friesen, Sarah Hussion, Paul Soper, Kathleen Wiens Staff: Jenny Slepian, Sustainability and Management Analyst Public: Drew Spainhower, Randy Arthur,Jeff Friedman, Anna-Marie Guenther Announcements from Board and Staff • Bob mentioned that the EV car show will be on August 26 at Heritage House.There will be presentations at the Methodist Church on August 24. • Midterm Review meeting for Republic Services is tomorrow morning Approval of Minutes The Board unanimously approved the June 16, 2018 meeting minutes. Public Comment Randy appreciated the Repair Fair. Drew added that they did some clothing repair at the event. Jeff is interested in solar energy. Working with a neighbor to build a portable battery charging system, named it Sparky Solar. Reaching out to PrepLO and going to preparedness fairs. Reaching out to sustainability groups. Eliot added that this could be part of a resilience plan. Steph added that it could be used to possibly power a food truck.Jeff said it's much harder with an inductive load. Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update Councilor LaMotte shared items from the latest City Council meetings: Tomorrow the City Council will be discussing the new City Hall.Trying to decide if we're going to use the same architect. New concept for it-4 stories on LexiDog end, existing building torn down for plaza and parking. Solar on the roof, still aiming for net zero. Annexation policy- looking to setup a voting procedure in May for unincorporated areas to vote whether they want to stay in or out. 3 options to choose from. Would be a 10% hike in property taxes for those property owners. Affordable housing tools-said no on construction excise taxes, but looking at tax write downs for affordable housing projects. C. Reusable Bag Initiative The Board discussed different ways to scope a reusable bag initiative.Jenny asked for assistance with the following two events: Plastic Bag Forum on September 6 Screening of Bag It on September 28 Eliot had several ideas about how to increase public engagement around using reusable bags.
