SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate—everyone share "airtime"
2. Speak for yourself— use "I" language
3. Seek clarity:
—ask clarifying questions
— paraphrase what you hear others say
—check out your hunches
4. Be respectful:
— be on time
—come prepared
—turn off phones, pagers, and other devices

Call to Order/Roll Call
Co-Chair Eliot Metzger called the October 15, 2018 meeting of the Sustainability Advisory Board (SAB)to
order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego,
Oregon.
Members Present: Eliot Metzger, Annamarie Guenther, Sarah Hussion, Maddie
Champion, Bob Sack, Sarah Hussion, Kathleen Wiens, Councilor

Announcements from Board and Staff
• Bob-Applied for Metro pilot project grant for innovation in transportation to develop a
carpooling app. Selected to submit a more detailed application, but decided not to go ahead
because it would be a lot of work. Doing further research.
• Annamarie-Working to setup compost bins at Lakeridge cafeteria. Got compost bags for kitchen
waste, and extra bins from Laurel Bates for lunch tables. Also working on a bottle drop to get
cans and bottles out of the trash. Has set up a bottle drop account to fund Gone Green club.
Sarah asked if they have worked with Laurel for plastic bag challenge through Trex. Winner gets
a Trex bench.
• Jenny- plastic bags ordinance going before City Council on December 4. City has purchased 3
Chevy Bolts and looking at 5 EV charging stations. Increased our Clean Wind purchase to cover
more City facilities.

The Board unanimously approved the October 15, 2018 meeting minutes.

Regular Business
A. Review Agenda
Chair Eliot Metzger reviewed the meeting agenda.
B. City Council Update
Councilor LaMotte gave an update on past and upcoming City Council meeting business:
• By request of Councilor Kohlhoff, the City Council will be looking at whether the 10 cent fee for
paper bags should instead be a tax that goes to the City
• Short term rentals are being reviewed again
• 5 party agreement on Stafford area
• Boones Ferry Road design
• Sarah asked if anything was going to happen to Marylhurst.John was not sure what the plan is
for the campus.
• County is setting up a citizens advisory committee for the Willamette bike/ped bridge
• Sarah asked if there were leaf cleanup days. We do not have these in Lake Oswego.
Kathleen summarized FAN tree subcommittee work plan. Laid out development code concerns and
solutions (changes to code). Eliot suggested filtering this into the climate action plan.John thinks it will
require only minor changes to the development code.
C. City Hall Design
Deputy City Manager Jordan Wheeler summarized progress to date on the City Hall design:
• Building will be four stories: police parking underground, then police partially underground,
retail/Booktique and Arts Council, planning/engineering on first floor, Council Chambers on top
floor with administrative services
• 53,000 sf, $40 million
• Solar on roof, possible solar windows or solar in parking lot to meet 1.5%State requirement for
renewable energy
• Will be constructed to be an immediate occupancy essential facility after a disaster
• Have not done energy modelling yet, but no chilled beams or radiant floor heating because of
cost
• VAV hot water reheat system included, lowest LCA cost besides chilled beams
• There was a plan to work with Johnson Controls to come in and add higher performance
features.Johnson Controls did modelling and found chilled beams etc.would double the cost
• Doing better waterproofing throughout the building, enhanced insulation
• Might be some opportunities for rainwater collection
• Aim is LEED Gold,getting through checklist but not quite there
• Land Use application being worked on. Neighborhood Association meeting with Evergreen on
Dec 19
• DRC meeting in March, Council in March

• John asked about solar gain on south side of building
• Eliot asked if SAB input into innovation points would help
• Lobby and public spaces will be open after hours for events, meetings, etc.
