I,C SUSTAINABILITY ADVISORY BOARD Vision of a Sustainable Lake Oswego A sustainable Lake Oswego is a community that meets the vital human needs of the present without compromising our ability to meet future needs. This requires consideration of both long -term and short- term effects on ecological, economic, and community systems. Operating sustainably means that we are leaving a legacy for the community of Lake Oswego and the planet. A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are enriched by a wide range of choices in transportation, housing, recreation, and culture. Our infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged. SAB Mission & Duties The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of- life sustainability of our community. The Sustainability Advisory Board shall: a. Advise and assist the City Council in efforts to make City operations more sustainable. Have fun CITY OF LAKE OSWEGO Sustainability Advisory Board Minutes December 15, 2014 Call to Order / Roll Call Co-chair Mary Ratcliff called the December 15, 2014 meeting of the Sustainability Advisory Board (SAB) to order at 6:32 p.m. in the Lunch Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Co-chair Mary Ratcliff, Co-chair Gary Hanifan, Lisa Adatto, Lois Isbell, Ron Smith, Richard Canaday, Priya Judge (Youth), Meghana Mysore (Youth), Councilor Karen Bowerman Staff: Jordan Wheeler, Deputy City Manager Announcements from Board and Staff Due to the upcoming holidays, the SAB meetings for January and February will be moved to the 4th Monday of those months. Approval of Minutes The Board unanimously approved the November 17, 2014 meeting minutes. Public Comment Dorothy Atwood shared information about the Lake Oswego Sustainability Network and their goal of building partnerships and working collaboratively with the SAB and the City. Regular Business A. Review Agenda Co-Chair Ratcliff reviewed the meeting agenda. B. City Council Update Councilor Bowerman updated the Board on the City Council meetings and activities. Items of note were the potential delays with the Water Treatment Plant portion of the Water Partnership project, and next steps on the sale of the West End Building, and the goal setting process for the City Council. C. SAB Goal Setting Lisa Adatto reviewed the SAB’s goal setting process and remaining tasks: identifying leads for the goals, define the tasks involved, and approve a final form and identify goals for the City Council. The Board reviewed and amended their draft goals, added tasks, and assigned leads. For the City Council goals, the SAB will request that the Council use sustainability principles in considering their goals on how their impact the ecological, economic, and quality of life of Lake Oswego. Advise and assist the City Council in efforts to make City operations more  sustainable.  The Sustainability Advisory Board is guided by the Sustainable City  Principles embodied in the City’s Sustainability Plan.  b. Educate and engage the public in efforts to make the community of Lake Oswego,  including residents, businesses, and institutions, more sustainable.  The SAB’s goals and work plan matrix are attached.    City Council Goals  For your City Council goal setting, the SAB strongly encourages the Council to evaluate any  potential goals using a Sustainability criteria:  How does the goal impact:   Lake Oswego’s Economy?  Lake Oswego’s Community?  Lake Oswego’s Ecology?    Page 2    503.635.0291 380 A Avenue PO Box 369 Lake Oswego, OR 97034 www.ci.oswego.or.us   2015 SAB Goals that Require City Resources    The Sustainability Advisory Board is unique in that one of our duties is to educate and engage  the public in efforts to make the community more sustainable.  The SAB carries out this duty  through a combination of significant volunteer hours by board members and members of the  community and through the support of city staff.  The City Manager’s Office budgets $5,000 per  year for sustainability program expenses, many which are directly related to the SAB’s  sponsored activities and goals.     In 2015, the SAB proposes to continue its outreach and education events, some of which will  continue to require city resources.       The 100‐mile challenge.  In 2015, the SAB endeavors to increase the scope and  participation in the 100 mile challenge, a program that was started in 2013 to encourage  Lake Oswego residents and employees to utilize alternative transportation options.  The  Challenge requires a small amount of city staff time between May and October to  manage the program and the hard costs of $600 for the prizes.   Eco Film Festival.  The EcoFilm Festival was a new very successful outreach program in  2014. The SAB proposes to sponsor another film festival next fall.  The hard costs for  festival, which featured four nights of films throughout September weekends, totaled  $1,600.   Sponsor and promote recycling events.  The SAB is interested in again partnering with  Republic Services and cosponsoring a city‐wide recycling event.  The event would  require some staff resources in helping coordinate and manage the event with Republic  Services.  A similar event was held in 2013.     The Sustainability Advisory Board looks forward to getting started on our work plan and  supporting the City Council  in efforts to make Lake Oswego more ecologically, economically,  and socially sustainable for generations to come.    Page  1     Su s t a i n a b i l i t y  Ad v i s o r y  Bo a r d   20 1 5  Go a l s  & Wo r k  Pl a n    Th e  Su s t a i n a b i l i t y  Ad v i s o r y  Bo a r d  sh a l l :   a.
