IMPLEMENTATION OF FOOD WASTE COLLECTION PROGRAM
PROPOSAL TO CITY'S SUSTAINABILITY COMMITTEE
COMMITTEE'S MANTRA: ZERO WASTE

There are three types of customers for which Allied Waste of Lake Oswego provides
waste collection services:
o Residential customers. Garbage, commingled recyclable materials, yard debris and
glass are collected weekly. Customers are billed a uniform rate approved by City
Council.
o Commercial customers. Garbage and commingled recyclable materials are
collected at least once a week. These customer may request collection more than
once a week(two to four times/week). Customers are billed a uniform rate
approved by City Council.
The amount of a bill will vary for these customers based on the size of the
customer's container(1-yard to 8-yard; 65-gallon cart) and the number of times
waste is collected each week. Examples of types of customers: school buildings,
city facilities, small businesses.
o Industrial customers. Garbage is collected in a 10-yard or greater sized container.
Billing for these customers will vary based on the type of service requested by the
customer. Billing rates are approved by the City Council and are the same for each
customer. Examples of types of customers: New Seasons grocery store, LO
Summit Apartments, construction companies, Label Graphics.
Residential Pilot Project
We do not recommend starting collection of food scrapes with yard debris for the city's
residential customers. The City of Portland started in May 2010 such a collection
program on four routes in the City, totaling approximately 2,000 customers.
Commercial and Industrial Program
o Meet with City's Sustainability Committee to inform them of Allied Waste's
intention to start soliciting customers individually to separate food waste from
customer's general garbage.
o Meet with City Council to inform them of this effort. The City Council will be
requested to approve a new rate for collection of source separated food waste. This
rate(s) will be less than the current rates to collect garbage since Metro's does not
charge its Regional Systems Fee and Excise Tax for processing this waste stream.
o The haul cost portion of total billing for industrial customers will not change. A
lower rate for collection and disposal of source separated food waste will be provided
to reflect Metro's policy of not charging its Regional System Fee and Excise Tax for
processing this waste stream.
[Note: A possible benefit of this change could be an overall reduction of waste
collection costs for these customers. For example, customers may be able to reduce
the size of the current waste disposal container due to separation of food waste.]
