Approved Minutes - 1999-11-22 Aram-7 CITY OF LAKE OSWEGO PLANNING COMMISSION 4140ge: NEIGHBORHOOD PLANNING SUBCOMMITTEE A. ,, 00 November 22, 1999 LAIiki 60 .5 do434 z7 CALL TO ORDER The Neighborhood Planning Subcommittee meeting of Monday, November 22, 1999 was called to order by Commissioner William Beebe at 6:34 PM in the Council Chambers of City Hall, at 380 "A"Avenue, Lake Oswego, Oregon. II. ROLL CALL Members present were Chair Sandblast* and Commissioners William Beebe and Ray Edwards. Staff present were Tom Coffee, Assistant City Manager; Ron Bunch, Long Range Planning Manager; Jane Heisler, Project Planner; Evan Boone, Deputy City Attorney and Iris Treinen, Senior Secretary. III. APPROVAL OF MINUTES None. IV. NEIGHBORHOOD PLAN UPDATES Glenmorrie Ron Bunch, Long Range Planning Manager, reviewed the status of the neighborhood's planning process. He related that Lance Bailey - the former staff 1..'-d to the neighborhood — had resigned, but the neighborhood's work has . ogressed and Mr. Bunch would continue to meet with the Association's Pl. •' g Steering Committee. He noted his memorandum dated November 18, 1999, '• uded a schedule of their meetings and anticipated that the plan would be co • - ed by the Association and presented for Planning Commission review by A. ' 100. He recommended the following elements should be included in the pl. •. 'ublic Facilities and Services; Natural Hazards; and Recognition of the W' .1 ette River Greenway. He noted that the Goal 10: Housing section had . .-en completely reviewed and accepted by the Steering Committee. He said a . ton of definitions was to be included in the plan and background documents we e to be attached to each section to which they related. He clarified the plan would reflect whatever boundaries were resolved by the City's Neighborhood Boundary Project. Waluga Mr. Bunch related that a letter from Ron Hall advising that the neighborhood was ready to begin work on its plan had been received at the same time as Mr. Bailey's resignation. He explained that he had alerted Mr. Hall that there would be a delay in designating a new staff liaison due to existing staff commitments to other neighborhoods and the City's neighborhood boundary resolution process. He said he had requested a summary of the work that had already been accomplished by the neighborhood committee and he understood they planned to have a neighborhood meeting. He advised that the only other neighborhood that was ready to begin its neighborhood planning process was the Rosemont CPO. He recommended that staff be allowed to complete current projects before being assigned to additional neighborhood planning projects. The Subcommittee agreed that it was more appropriate to complete work in progress and undertake implementation of existing plans. It was agreed that this should constitute the neighborhood planning program for calendar year 2000. t ural Lake Grove Jane • eisler, Project Planner, related the neighborhood had published and distributed their dr. +lan and had held an open house on November 10, 1999. She said that comments pr+ 'ded by residents indicated the proposed plan had been well received. She said the chapter land use planning was to be further reviewed and revised by the neighborhood's Steen' : Committee. She clarified they desired that it reflect that the City would administer the .lan and certain land-use regulations (including tree-cutting provisions) in the unincorpora :• area of the neighborhood. She provided an analysis of the cost of services to that area. S = elated that the neighborhood had recently requested recognition as a City neighborhood as ,ciation. She pointed out on the map where the neighborhood was to work out overlappin_ boundaries with the Waluga Neighborhood Association. *Chair Sandblast arrived at 6:50 PM.
