SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City’s
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate – everyone share “airtime”
2. Speak for yourself – use “I” language
3. Seek clarity:
– ask clarifying questions
– paraphrase what you hear others say
– check out your hunches
4. Be respectful:

Call to Order / Roll Call
Co-chair Gary Hanifan called the February 08, 2016 meeting of the Sustainability Advisory Board (SAB) to
order at 6:33 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego,
Oregon.
Members Present: Co-Chair Gary Hanifan, Richard Canaday, Paul Soper, Eliot

Announcements from Board and Staff
Lisa Adatto shared that the Lake Oswego Sustainability Network is running their LO Writes project and
hosting workshops at the Library. They are also hosting climate action plan focus groups.
Jenny Slepian mentioned that Council will be voting on $186,000 in sustainability features for the Ops
Center. These are the 4 features recommended by SAB- EV Charging Stations (Now at a cost of $23,000
for 3 instead of $10,000 for 1), $25,000 for a solar hot water system, $34,000 for solatubes and skylights,
and $104,000 for Variable Air Volume HVAC system. Gary asked what the cost was for all those
improvements when Anthony last presented to SAB. At that time, the costs were $164,000. Increased
cost due to change in price for EV charging stations and solatubes.
Joe asked if they were to prioritize one of the options, what would they choose. The board agreed that
the HVAC system is the most important element, and EV charging stations could be left out and added
to the site later on. Recommended talking to Kari Duncan at the Water Treatment Plant to find out how
much she is spending on a Level 2 charger for the water treatment plant.
Lisa wanted to be sure that Anthony presented the options as investments in the future, and not just a
cost.
Gary suggested that someone from SAB meet with Anthony before the Council meeting to discuss how
to present these options as the 1% of the project cost that actually has a payback. Eliot suggested that
Paul or Karl show up at the meeting to deliver some public comment.

A. Review Agenda
Co-Chair Hanifan reviewed the meeting agenda.
B. City Council Update/City Council Goals Update
Joe Buck reported on a recent study session on the municipal fiber project and Council’s decision to
move ahead with the project. The project will not move ahead unless 35% of residents put down a
$50 deposit on the project. He added that there are FAQs on the website. Council also passed the
stormwater manual and related code changes. The Boards and Commissions summit is tomorrow
night. Other topics being discussed by Council include a light nuisance issues, marijuana
dispensaries, and a hearing on the SW Employment Plan.
C. Residential Composting
Adam Gorske gave background information on the early stages of the planned residential composing
program in Lake Oswego. The City, Republic Services, and Clackamas County have been meeting to
design the composting program, the outreach plan, and whether to use kitchen pails.
Lisa Adatto asked to be walked through the pricing structure- if you’re a resident who would like to
participate, what would be the cost? Small size (20 gallon) carts will not be affected as their rates
will not rise, and customers with medium size carts may be able to go down a size to save money.
Lisa stated that she couldn’t think of any downsides to the program since it could save you money,
and it’s voluntary.
Gary asked who will own the buckets. Adam replied that the homeowner will own them, and be
responsible for cleaning them. He clarified that the bucket does not go out to the curb- the pail is
just for your kitchen countertop and to carry food waste from the kitchen to your yard debris bin.
Lisa asked if you need to opt in- no you do not, if you are a current yard debris customer.
The Board suggested that instead of doing a community survey prior to the rollout, which will
happen anyway, that efforts be focused on education.
Richard asked if the food waste will attract animals. Adam answered that it is the same as having
food in your garbage can, you’re just moving it from one cart to another. Having a plastic bag in your
garbage doesn’t make a huge difference, other than having a small impact on smell.
Eliot added that the would keep the bucket to use for backyard composting and suggested that we
involve Master Gardeners so people can compost at home. Gary asked if the final compost would be
available to the community, which we hope it will be eventually.
The board had a quick discussion about Shred Day, which is not an SAB sponsored activity.
Richard asked about our solar projects. Jenny asked if SAB wanted Council to vote on their solar goal
letter. The letter was distributed to Council, but not as an agenda item. Jenny also updated SAB on
meetings with the Oregon Clean Power Co-op and LOFD about the potential for community solar on the
Westlake or Main Fire Station. Still many questions, so no commitments have been made despite there
being a lot of interest.

Lisa updated the Board on her meeting with TAB. They discussed having an annual investment in bikes,
not going for a Cadillac plan, but putting together a proposal for this year’s city budget for improved
bike infrastructure. TAB is going to make more specific recommendations. TAB is also looking at where
the gaps are in biking infrastructure.
Richard will present at Boards and Commissions summit tomorrow night.
Paul will prep Anthony for council hearing next week.
