Approved Minutes - 2018-12-20 0-11` 4.0 CITY OF LAKE OSWEGO Sustainability Advisory Board Minutes V yowler ❑ °R E G or: December 20, 2018 Call to Order/Roll Call Co-Chair Eliot Metzger called the December 20, 2018 meeting of the Sustainability Advisory Board (SAB) to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Eliot Metzger, Annamarie Guenther, Maddie Champion, Bob Sack, Richard Canaday, Paul Soper, Steph Glazer, Councilor John LaMotte Members Excused/Absent Karl Friesen,Allison Kim, Sarah Hussion, Kathleen Wiens Staff: Jenny Slepian, Sustainability and Management Analyst; Public: None Announcements from Board and Staff Bob Sack gave an update on the Bike/Ped bridge from Oak Grove to LO. LOSN nominated Gerald Fox to be on the advisory committee.Joe Buck will add his name to the nomination letter. Bob also talked to Scott Lazenby about the Metro pilot grant. City looking at grant to turn trolley into frequent service trolley. May apply for Metro RTO grant for carpooling app. Would need City to be a partner. Jenny gave an update on City business: • Metro business composting requirement- Eben Polk from Clackamas County explained what would happen if LO did not comply. Fines and loss of grant funding would occur. Metro is empowered by state law to require cities to pass ordinances that support Metro ordinances. • Jordan Wheeler has moved on to become City Manager of Sandy. Fire Chief Larry Goff was fired. Lots of staff movement. • Plastic Bag ordinance passed on December 4. Now looking at outreach plans. • Maddie suggested a youth art competition for reusable bag design. • John suggested having tables outside of stores on rollout day, staffed with City Councilors and youth with various giveaways. • Looking to partner with Surfrider on additional voluntary plastic reduction efforts in Lake Oswego. Approval of Minutes The Board unanimously approved the November 19, 2018 meeting minutes. Public Comment None Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update Councilor LaMotte gave an update on past and upcoming City Council meeting business: • Kent will be new liaison to SAB in 2019 • Fire Chief update. • New annual fees and charges list passed • Water rates deferred until 2019 • Transportation SDCs deferred until 2019. Looking at new model that is less punitive on businesses. • Approved another consultant to come out to work on Boones Ferry • Iron Mountain Park on final design drawings • Parks survey went out • Battles on annexations • Southwood is going to annex in • Stafford IGA, new 3 party IGA not voted on by Tualatin. 10 year moratorium on planning development around roundabout • Short term rentals in January C. 2019 Goal Setting Buildings and Energy ideas: • Monitor City Hall project • Smart Growth Attainable Housing • HPB standards • Deconstruction • NW Climate Assessment-emissions from buildings and transport Transport ideas: • Improve Tri-Met service • Electric Vehicles Adaptation/Resilience: • ICLEI study, etc. Food/Waste: City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 3 December 20, 2018 • LOSD- Utilize resources that already exist. Streamline compost/recycling services. Compare to other schools. • Collection for cans • Energy use at schools. Continue advocating for Net Zero at the new junior high • Elimination of disposables at schools • Reusable bag design competition Air Quality: • Leaf blower ban/lawn equipment. 2 stroke engines • Demolition notices Trees: • Development code update • Tree Planting Goals to proceed with: 1. Relevant transportation updates, pilots, and planning policies, such as electric vehicle charging and smart mobility options for Lake Oswego community and commuters. 2. Input and support for clean energy and efficient building demonstrations. 3. Updates to the City's Sustainability Action Plan, including a vulnerability assessment for changing climate conditions. 4. Increasing sustainable food options through promotion of existing City resources and programs, including those at Luscher Farm. 5. Resource protection, including policy recommendations for improving local air quality and forest resource management.
