Public hearing on levying of assessments in LID 125 (Rainbow Terrace Sewer.) • There were no written remonstrances. • The following persons were granted audience to question and/or remonstrates • Mark Larson, Deloris Fowler, Ralph Himmolabach, Murray Cameron, George Grill, ;,' Mr. and Mrs. Verlin D. Harvey, Donald W. Neal and Dick Welch. Mr. Welch spoke in favor of the assessment; all others opposed the assessment formula, ' . . the final costs and the condition of the area. He has Con- tacted the Aesistant Attorney General and Pete Holleck of the Boundary Com mission-who hove announced they will maintain a neutral position in this matter. The'entire statute is under revision in the -Legislature. . ' 2) Councilman Goodall asked about the availability of TOPICS funds for improve— ment of traffic circulation routes, specifically an overpass at State and "C".`, , 1r. Abraham explained that Lake Oswego is receiving its 2—year allotment and ' that the only funds .ay.ailable would be those withdrawn from cities which have • not used their allocations. Likewise, the proposed project would have to be a part of City's TOPICS program to qualify.
