Approved Minutes - 1971-09-21 • I , September a, �.97,I . i The regular meeting of the Council of the City of Lake Oswego'fconvened at ' 7:30 p.m. Present were Mayor MacLean, .Councilmen Cook, Dent, [Goodall, , Knowles, Needham and Smith, City Attorney Jim Cox and staff members. 'City Manager Deane Seeger was absent from the city .on vacation leads. • Minutes of the September 7th rogular Council meeting wore approved as mailed: REPORTS OF COMMITTEES • 1) Report of Council Committee of The Whole re: a) Award of bid f'"! City Hall electrical work (new building). b) Extension of Butler Ambulance agreement. f.or fiscal year 1971=72. Copy of the report is attached hereto. ;, Moved by Councilman Cook; seconded by Councilman Smith that the report bu, received and approved. Motion passed unanimously. RESOLUTIONS ,1) Resolution No. 71-60 endorsing annexation of Erros W. Feehely property. Moved by Councilman Needham; seconded by Councilman Knowles that the reso- lution be adopted. Motion passed unanimously. . 2) Resolution No. 71-61 changing name of Carter Road to Overlook Drive. Moved by Councilman K�iowlos;' seconded by Councilman Cook that Me resolu- tion be adopted. Councilman Goodall recommended that consideration be given to the follow-, ' • ing alternatives: J. , a) Name•road L�,keridge Lane. - b) Consider na;nes of French origin. ` ` . c) Consult th6.,Lakeridge High School student body for suggested names. - Other members of the Council approved the change to Overlook Drive. • Motion passed with Councilman Goodall voting "no". , 3) Resolution No. 71-62 directii'g installation of "no parking" signs on - II- III the north side of Overlook Drive' from Treetop Lane to Stafford' Road. ;), - Moved by Councilman Knowles; seconded by Councilman Cook that the reso- lution be adopted. Motion passed unanimously. ':'i Il ' f it II (II 4) Resolution No. 71-63 requesting State Speed Control Board to establish designated speeds on certain streets. The City Attorney explained that portions of South Shore Eioulevard and Iron Mountain Boulevard fall into neitherthe "business"nor "residence" category as defined by law. The posted 25 mph speeds have been challenged in court, and no authority exists for such limitation. Since there is no legal authority for 25 and since 55 is too fast, Mr. I Cox recommended that the matter be investigated by the State Speed Con- trol Board. The recommendation of the Board will be made in late October and, if City officers disagree, there will be a full-scale hear- ing.. Moved by Councilman Dent; seconded by Councilman Knowles that the reso- lution be adopted.
