Approved Minutes - 1971-10-05 I y OCtOber 5, 1971 The regular meeting of the Council of the City, of 'Lake Oswego convened at 7:30 p.m. Present were Mayor MacLean; Councilmen Cook, Dent,. Goodall, Knowles, Needham and Smith; City Manager, Doa'/ie Seeger; City Attorney, ,• Jim Cox and staff members. . Minutes of the September, 21, 1971 regular Council meeting were approved as mailed. - PUBLIC HEARINGS 1) Public hearing on appeal of William Dawson from Planning. Commission • denial of lot depth and setback variance on Lot 451, Lake View Villas #5. , Mr. William Dawson spofc as proponent for the request stating that his lot was one of the largest in the area and that because of his poor health,• it ,was nearly impossible for him to maintain the entire lot • himself. Mrs. Gordon Morley of 4160 S.W. West Bay Road and Mr. Burl White of 4144 S.W. Virginia Way spoke in favor of the request stating that it would•make a great improvement in' the neighborhood. There were no- written remonstrances. The public hearing was closed. . 0 - Moved by Councilman Needham; seconded by Councilman'Cook to overrule • the decision of the Planning Commission. Motion passed unanimously. • • REPORTS OF. OFFICERS • 1) The City Manager reported that the Oregon State Speed Control Board • would be conducting an investigation on speed zones on portions of • South Shore and Iron Mountain Boulevards, with a report to that body 'at its meeting of October 14, 1971. The City will be advised of the - - ' . Board's action. ORDINANCES 1) ORDINANCE NB. 1441 - AN ORDINANCE MAKING IT UNLAWFUL TO FAIL TO . .- APPEAR ,IN COURT IN RESPONSE TO CITATION; REPEALING LOC 13.080, , AND DECLARING AN EMERGENCY, having been preposted, was read for the first time by title- only. - Moved by Councilman Cook; seconded by Councilman 'Smith that the ordinance be read- the second time by title only. Council voted unanimously in favor of second reading by title only. Ordinance No. 1441 was read for-the second time by title only and, upon roll call-vote, was unanimously adopted. - •'t • ,' • 2) ORDINANCE NO. 1442 - AN ORDINANCE AMENDING THE SIGN CODE 01� THE CITY�OF,,, LAKE OSWEGO (L:O.C. 47.950) AND DECLARING AN.EMERGENCY, hailing been ,,., preposted, was read for the first time by title only. Moved by Councilman Knowles; seconded by,C.Suncilman Needhan that the ordinance be road tho second time by title only. . Council voted unanimously in favor of second reading by title only. Ordinance No. 1442 was read for the second time by title Only and, ' upon roll call vote was adopted with Councilman Dent and Councilman Cook opposing. RESOLUTIONS 1) Resolution establishing stop signs on Overlook Drive,. Moved by Councilman Knowl...)s; seconded by Councilman Cook that the reso- lution be adopted. Mot.;.. ,7 passed unanimously. 2) Resolution re: no parking signs on south side of Cloverleaf Drive between City reservoir site and Banyan Lane. Moved by Councilman Needham; seconded by Councilman Knowles that the resolution be adopted. Motion passed unanimosuly. ORAL COMMUNICATIONS FROM AUDIENCE - 11 1 1) Mr. Neal Cooper of 710 B Avenue introduced Pete Gormaleto, a boy scout working on his eagle scout project with the Lake Oswego Historical Council. NEW BUSINESS `' 1) Councilman Knowles expressed the need for a stop sign to stop traffic ;) moving north and south at the intersection`of First and D Avenue. .1 Mr. Seeger told the Council that this matter had already been bbuhht to his attention and that it was being reviewed at this time with a report to be submitted to the Committee of the Whole on October ].2, ' 1971, The meeting was adjourned at 8:30 p.m. ' ..?
