The regular meeting of the Council of the City of,Lake Oswego convened at 7:30 pm.
Present were Mayor MacLean, Councilmen Cook, Dent, Goodall, Knowles, Needham and
Smith, City Manager Deane Seeger, City Attorney Jim Cox, and staff members.
Mayor MacLean offered the invocation.
Minutes of the October 19th regular meeting were approved as mailed. •.)
REPORTS OF OFFICERS
i. 1) City Manager commented on the report of the Oregon State Speed Control Board
in which they recommended a speed on South Shore Boulevard of 40 mph between ,
Greentree and Edgecliff, P. d a speed on Iron Mountain Boulevard of 45 mph
between Fairway Road and'Lakeview Boulevard. -� .
Staff review of the recommendations produced general agreement with the speed
proposed for Iron Mountain. On South Shore, however, it was the consensus of .
• staff that serious problems would follow. A complete study of the entire
length of South Shore appears in order.

Following Council discussion, it was moved by Councilman Knowles; seconded by
Councilman Dent that the recommendation of the State Board for 45;7nph in
designated section on Iron Mountain Boulevard be accepted. A roll call vote

produced a tie, and Mayor MacLean voted "no", defeating the motion.
I Moved by Councilman Dent; seconded by Councilman Needham that a recommendation
of 35 mph for the same section of Iron Mountain be forwarded to the'State.,

Motion passed with Councilman Needham voting "no".
Moved by Councilman Knowles; seconded by Councilman Needham that the recommen-
II dation of the State Board for speed on South Shore of '40 'mph between Greentree
Road and Edgecliff Terrace be accepted. Motion was unanimously defeated.
Moved by Councilman Dent; seconded by Councilman Knowles that a Speed of 35 mph
on South Shore from Edgecliff Terrace.to Stafford Road be recommended to the. -1
State Board.
Chief O'Brien and Lt. Merrill recommended, a lesser speed between Greentree and
Stafford Roads. Messrs. Abraham and Cox recommended a study. by the State,
Board on the entirety of South Shore at this time.
Moved by Councilman Dent; seconded by Councilman Knowles that the main motion
be amended to substitute a recommendation of 25 mph from Stafford to Greentree •
and 35 mph from Greentree to Edgecliff on an interim basis until the State can
IImake a study of South Shore from Stafford to Bryant Roads. . This amending
1 motion was defeated, with Councilman Dent voting "yes".

that Council does not agree with their findings for South Shore; that no

alternate speed is suggested, and that further, `study .is requested.
Mr. Seeger suggested that the press advise residents of South Shore Boulevard
and surrounding area that they may address comments on this situation to
Mr. F. B. Crandall, Secretary of the Oregon State Speed Control Board in •
Salem.

RESOLUTIONS 1)
. 1) Resolution No. 71-70 - endorsing annexation of Mountain Development Corpora-
tion property in Clackamas County.

Moved by Councilman Cook; seconded by Councilman Needham that the resolution
be adopted. Motion passed unanimously.
2) Resolution No. 71-71 - endorsing annexation of Mountain Park Corporation
property in Multnomah Col" • y.
The City Manager advised Council that the Feehely annexation, which abuts
Mountain Park on S. W. 29th Avenue, will be considered by the Boundary Com-
mission on November 3rd. During the past week a request for anne ation was .
received by City from owners of 27 acres abutting the Feehely property ori`
the south, and from owners of a 3-acre tract abutting the 27 acres. These
properties lie in close proximity to the Mountain Park 2-acre tract covered
by Resolution No. 71-71. There is also an indication that further annexation
requests will be forthcoming from this area of Multnomah County.
II Mr. Seeger recommended that all affected jurisdictions should ask the Boundary
Commission to establish a reasonable line for further Lake Oswego boundary ex-
pansion in subject area. He asked Council's guidance for preparation of a
statement to the Commission.
Council concurred that (1) a study should be made by all affected jurisdic-
tions to establish a demarcation line, (2) in the interim period each petition
should be evaluated separately, and (3) the City of Lake Oswego will not
aggressively seek new territory but will consider any petitions which may be
received.
Moved by Councilman Needham; seconded by Councilman Knowles that Resolution
No. 71-71 be adopted. Motion passed unanimously.
3) Resolution No. 71-72 - authorizing the Mayor to execute an agreement with
CRAG for their establishment of an urban arterial system to guide the
expenditure of federal aid funds. •
Moved by Councilman Knowles; seconded by Councilman Needham that the reso-
lution be adopted. Motion passed unanimously.

Councilman Goodall asked for a report on the activities of the Charlber '
of Commerce Traffic Committee. Mr. Abraham said that his diipartment has
made several traffic counts and analyzed the same. He will pe meeting '
with the committee in the immediate future to discuss the reisults. ilr.
Abraham also stated that the cost of necessary upgrading of '"C" Avenue
to handle the traffic as suggested by committee would preclude any ••
possibility of a trial period. '
