Approved Minutes - 1971-12-07 j :i Docembo'c 7, 1971 : 010 : - •, The regular meeting of the Council of the City of Lake Oswego convened at 7:30 p.m.li : Present were Councilmen Cook, Dent, Knowles, Needham and Smith,;City Manager •Deane Seeger, City Attorney '.Dim Cox and staff members. , Councilman Gotdall was excused. In Mayor MacLean's absence from the City, Councilman Cook presided. , ':' Councilman Cook offered the invocation. ., Minutes of the November 16th regular meeting were approved as mailed. II REPORTS OF OFFICERS . I) The City Manager reported on State Speed Control Board findings regarding limits recommended for South Shore and Iron Mountain Boulevards. A further More study will be' made on South ore from McVey to Bryant Road, and City will be advised of the result. .'ie Board established a speed of 40 mph for Iron Mountain Boulevard between Fairway and Springbrook Roads. Moved by Councilman Knowles; seconded by Councilman Smith that the authori- zation be given for posting of speed signs on Iron Mountain. Motion passed unanimously., 2) The City Manager called upon Lt. Merrill to report on 'progress in the 11 • "Operation Identification" program. He advised that the Portland area Jaycees are donating all material, including markers, free of charge. The program is expected to commence about January 1st. Mr. Frank Waggoner also spoke and indicated support from service clubs in the area. Voluntary help ` ' is needed to get the program under way. PETITIONS AND COMMUNICATIONS . 1) Petition for sanitary sewer - Lake Front Road. This petition, signed by four property owners, represents 83.7 percent of the affected owners. Resolution of intent to form district and calling for Engineer's report. Moved by Councilman Knowles; seconded by Councilman Needham that the resolu- tion be adopted. Motion passed unanimously. �'F' RESOLUTIONS . 1) Resolution authorizing Fire Department action to suppress fires in unprotected 1 areas. Moved by Councilman Needham; seconded by Councilman Knotiles that the resolution be adopted. .Mr. Seeger answered Council's questions about the proposed policy and added 410 that it is uncertain when it may be implemented. Councilman Smith recommended . . that the matter be publicized so that property owners may have the chance to . insure against this eventuality. Moved by Councilman Dent; seconded by Counc.ilman •Knowlss thd!t theresolution be adopted. Following explanation by Mr. Abrahams the motion was passed unanimously. "> _Th ORAL COMMUNICATIONS FROM THE AUDIENCE 1) Dr. John James of Davis Lane spoke to Council about noise pollution in the . area, and particularly in the vicinity of his home. 0 voided, objection to the noise of trucks on Boones Ferry, of low-'flying aircraft,' and of :motor- cycles. Dr. James asked Council to initiate some form of action which -> might help to 'abate the problem. Councilman Dent suggested that the League of Oregon Cities be requested to encourage establishment of s^one definite requirements regarding v-thicle noise. The matter was referred to the Committee of The Whole. . NEW =BUSINESS 1) Council members commended the Fire Department for their efforts in cleaning III -and repainting the Council Chambers. , . .
