<br /> Mayor Studebaker called the regular City Council meeting to order at 5:33 p.m. on February
<br /> 5, 2019, in the City Council Chambers, 380 A Avenue.

<br /> Mayor Studebaker led the Council in the Pledge of Allegiance.
<br /> 4. COUNCIL BUSINESS
<br /> 4.1 City Manager Recruitment Firm Interview
<br /> Ms. Gantz, representing Waldron, described the firm's approach to delivering executive
<br /> recruitment services. In specializing in public-sector recruitments they had identified significant
<br /> crossover with nonprofits and other organizations in the social sector. She expanded upon her
<br /> written proposal for the Lake Oswego City Manager recruitment, highlighting key elements: (1)
<br /> an in-depth discovery process to guide creation of the position profile, and (2) opportunities for
<br /> outreach to prospective candidates not necessarily involved in a job search. It was also her
<br /> practice to seek out candidates who met the qualifications but might not have followed a traditional
<br /> path to city leadership; this afforded benefits to local government and communities, she noted.
<br /> In response to Councilor Manz's request for an example of a non-traditional candidate, Ms.
<br /> Gantz described a recent leadership recruitment for the City of Hillsboro. In addition to those with
