SUBJECT: SAB 2020 Goals

The Sustainability Advisory Board’s priority for 2020 is “implementation through integration.”
We see an opportunity in the coming year to update and incorporate economic, social, and
environmental benefits into ongoing and upcoming City priorities. Specifically, we aim to build
on SAB contributions of 2019, including the continued advancement of relevant climate actions
which aim to position the City to better address the climate crisis.
The Sustainability Advisory Board’s primary objective is to promote a sustainable economic and
ecological quality-of-life in our community. To this end, the Sustainability Advisory Board shall:
Advise and assist the City Council in efforts to make City operations more sustainable.
The Sustainability Advisory Board is guided by the Sustainable City Principles embodied
in the City’s Sustainability Action Plan for City Operations.
Promote plans and policies that enhance the sustainability of the City as a whole.
Educate and engage the public in efforts to make the community of Lake Oswego,
including residents, businesses, and institutions, more sustainable.
For 2020, The SAB recognizes the following (3) goals.
2020 Proposed Goals:
Goal 1: Advance our Climate Actions

a) Support Council and Staff as the City moves towards the adoption of Lake Oswego’s
Sustainability and Climate Action Plan. Provide any needed clarification or context on
actions recommended through the Climate Action Planning effort.
b) Work with Staff and Council to prioritize implementation of Action Items through 2030.
Goal 2: Promote Cleaner Air: Reduce the Use of Gas-Powered Lawn Maintenance Equipment.
a) Study and recommend to City Council policy and procedures for regulating city,
commercial, and private use of gasoline-powered lawn and garden maintenance
equipment (GLME) such as lawnmowers, trimmers, stump grinders, and leaf blowers.
b) Identify and evaluate GLME regulation strategies either studied or implement ed by
other jurisdictions, including neighboring cities or counties. Identify and evaluate
recommendations for GLME regulation from Metro and the State of Oregon.
Goal 3: Advocate for Greater (and Greener) Transportation and Connectivity:
a) Explore with the City, as well as the Transportation Advisory Board, the feasibility of
developing a defined staff position for transportation planning that would include
responsibility for non-automobile modes of travel such as public transit, biking, and
walking, with special attention to developing more and better safe routes to school.
b) Support Planning Commission as they explore code updates for electric vehicles (e.g.
encouraging workplace charging and making multifamily buildings EV ready)
2020 Advisory Role
Though SAB does not to intend to bring new topics to the City Council in the following areas,
they will continue to act in an advisory role for the following projects and areas of community
concern.
High Performance, Sustainable, Green Buildings.
Continue to advocate for, and advise City Council and Staff on, sustainable building
practices, including applicable code changes, industry trends and incentive and/or
certification programs that promote a high-quality, safe and equitable built
environment.

Support the Planning Commission as they evaluate the implications of House Bill 2001,
specifically in its relation to attainable and “Missing Middle” housing development.
Continue to promote deconstruction as a viable alternative to demolition. Evaluate the
efficacy of the newly implemented Deconstruction Tax Credit by tracking frequency of
its use, as well as solicit feedback from its users. We will also look to gather and publish
deconstruction success stories through Hello LO, highlighting the environmental, health
and economic benefits of building deconstruction coordinated through a certified non -
profit building material salvager.
Continued Community Involvement:
Partner with LOSD and community groups to support Oregon Green Schools
Certification from K – 12.
Support curriculum materials and courses such as the Luscher Farm High School
Internship, which promotes sustainable and local food while minimizing food waste.
Advocate for the LOSD to minimize exposure to pesticides, insecticides, and herbicides,
and to transition to electric landscaping equipment.
Encourage the LOSD to construct a new bus barn that is EV -ready and to plan for a
transition from diesel to EV buses.
