CALL TO ORDER 3 Chair Heape called the meeting to order at 6:30 p.m. in the Council Chamber of City Hall, 380 4 A Avenue, Lake Oswego, Oregon. 5 6 2. ROLL CALL 7 Members present were Chair Rob Heape and Commissioners Dave Beckett, Joel Fischer, and 8 Bill Ward. Vice Chair Christian Pape and Commissioner Semler were excused. 9 10 Staff present were Scot Siegel, Director of Planning and Building Services; Ellen Davis, 11 Associate Planner; Evan Boone, Deputy City Attorney and Iris McCaleb, Administrative 12 Assistant. 13 14 3. COUNCIL UPDATE 15 None. 16 17 4. CITIZEN COMMENT 18 None. 19 20 5. MINUTES 21 5.1 November 13, 2019 22 Commissioner Fischer moved to approve the minutes of November 13, 2019, as written. 23 Commissioner Ward seconded the motion and it passed 4:0. 24 25 6. COMMISSION FOR CITIZEN INVOLVEMENT (CCI) — GENERAL UPDATES 26 None. 27 28 7. WORK SESSION 29 7.1 Community Development Code Amendments Related to R-6 Structure Design 30 Standards—Work Session #2 (LU 19-0038) 31 The Commission reviewed proposed amendments to the R-6 zone, Chapter 50.06.001.3 and 32 Chapter 50.06.001.4 of the Community Development Code, to become familiar with and 33 provide input on potential amendments to two figures illustrating R-6 zone requirements, prior 34 to conducting a public hearing early next year. Staff coordinator was Ellen Davis, Associate 35 Planner. 36 37 City of Lake Oswego Planning Commission Minutes of December 9, 2019 Page 1 of 2 APPROVED: 01/13/2020 1 Citizen Comments 2 Carole Ockert, 910 Cumberland Road, Lake Oswego, 97034, stated that she was the Land 3 Use Liaison representing the First Addition Neighbors-Forest Hills Neighborhood Association. 4 She thanked staff for attending their board meeting and walking them through the proposed 5 concept for the graphics and for setting up a meeting where the board met with members from 6 the building community to ensure they were getting illustrations that worked for everybody. 7 She stated the graphics were a good representation of what was being seen, they were 8 accurate, clear and communicated a lot of information. In response to a question from the 9 Commission, she explained that an improved alley was one that was accessible by a garbage 10 truck, without obstruction and not necessarily paved with asphalt. She shared that during the 11 meeting with the building community, underground garages were being looked at by 12 developers. 13 14 Action Item 15 • Staff to verify dimensions of diagram (R-6 Garage Locations) where the garage on the 16 upper right appears to be setback further from the public right-of-way than the garage 17 on the upper left. 18 • Planning Commission public hearing tentatively scheduled for February 10, 2020. 19 20 21 8. SCHEDULE REVIEW 25 Mr. Siegel reviewed the schedule. 26 27 Action Item 28 • The joint meeting with the City Council was scheduled for December 17, beginning at 4:30. 29 The focus of the meeting will be on House Bill 2001 and Traffic Management Standards for 30 Kruse Way Corridor. 31 32 10.
