At his swearing in ceremony on July 18,
Police Chief Don Johnson was welcomed
by community members, City staff and
fellow law enforcement personnel. Chief
Johnson brings to Lake Oswego over 30
years experience - previously serving as
the Sunnyvale Public Safety Chief for the
City of Sunnyvale and the Police Chief
for the City of Los Altos, California. He
looks forward to using his experience
to meet the needs of the Lake Oswego
Police Department, maintaining the
character of the community, and
building on the City’s successes.
city WelcomeS neW Police chief
Would you like to report a pothole or an overflowing
catch-basin? How about a missing street sign or
streetlight that isn’t working? Reporting these types of
issues just got easier.
The City is now accepting service requests through an
iPhone app, facebook app, and web form. The Service
Request Pilot Program will give citizens the ability to
submit a request any time day or night. The iPhone
app is free and can be obtained by searching for the
“Citizen Request Tracker” in the app store. When a
concern is identified, use the app to take a picture, add
a description, and send it to the City. Using the iPhone’s
GPS technology, the app automatically pinpoints the
exact location of the concern. The services that can be
requested are:
• Draining, unplugging, or cleaning catch-basins
• Fixing of leaning, missing, or detached street signs
• Investigation of flooding, ponding, or standing water
• Pothole repairs
• Removing vegetation that blocks street signs
• Street sweeping
• Streetlight repairs
• Water pressure tests
The app is not available for Android phones at the current
time, but it will be in the future.
If you don’t have an iPhone, a request can be submitted
the following four ways:
1. Online at http://or-lakeoswego.civicplus.com/
RequestTracker.aspx or by clicking on the Citizen
Request Tracker icon on the main City website: www.
ci.oswego.or.us.
2. On your own facebook page by typing in the search
bar “Citizen Request Tracker” and downloading the
app to your page.
3. Calling Public Works at 503-635-0280 during business
hours, Monday through Friday, 7:30 a.m. to 4:30 p.m.
4. In person at the Public Works Operations Facility,
5705 Jean Road, during business hours.

door-to-door Solicitation
While the City encourages commercial enterprise,
restrictions on door-to-door solicitation are in place to
help protect people’s privacy. Did you know that, unless
you have a “No Solicitation” sign posted (one that meets
Lake Oswego Code requirements), a person can solicit
between the hours of 9 a.m. and 9 p.m., daylight savings
time or between 9 a.m. and 8 p.m. standard time?
Solicitation includes either verbal communication or
distributing written materials.
be a good neighbor
The sun and rain that we’ve experienced over the past
months has allowed vegetation to grow quickly and
plants are flourishing throughout the city.
Take a look at the vegetation in your area - is the
vegetation next to your roadway or along your property a
hazard? It may be if it restricts visibility at an intersection,
obstructs the view of a sign, blocks a street light, impedes
traffic or pedestrians, or hinders maintenance work. If so,
please take some time now to trim it.
In Lake Oswego, City Code requires property owners to
keep sidewalks and streets adjoining their property free
from projecting or overhanging bushes, brush and limbs
that may make the passage of vehicles or pedestrians
unsafe. Branches, leaves and other vegetative growth
are not allowed to project an elevation of less than 9
feet above the level of the sidewalk and 13.5 feet over a
street. If your property is at an intersection, the corner
must be kept clear of vegetation over the height of 30
inches for the visibility of vehicles and pedestrians. It
is the property owner’s liability and responsibility to
address these issues, not the City’s.
For more information, call Engineering Technician Nancy
Flye at 503-697-7419.
Trim vegetation along your property.
learn about the Water PartnerShiP
Lake Oswego and Tigard joined together in 2008 to
share drinking water resources and costs. Both cities
need reliable water supplies and want to keep water
affordable for their customers. Sharing the cost of new
infrastructure does that.
If your neighborhood association, civic group, church or
homeowners’ association would like to learn more about
the Partnership and facility upgrades, contact Laura
Barrie at 503-534-4239 or lbarrie@ci.oswego.or.us.

On July 14, over 120 people attended the Foothills Open House and provided thoughtful and insightful questions
to guide the Project Team. The Project Team is continuing to integrate and adjust to feedback on how to make
Foothills a great neighborhood that fits Lake Oswego. Over the next month, detailed work on costs, design standards,
transportation connections and funding will continue. These details will be incorporated into a draft Framework Plan
which will be presented to the public for feedback at the end of the summer. Ultimately, the Framework Plan will help
kick off zoning and code changes for the neighborhood. For more information on how concepts are developing for our
next neighborhood, visit www.lakeoswegobusiness.com, and click on the “Foothills” tab.
Many times community members hear or read about issues in the City and want more information. The In the News
website (www.ci.oswego.or.us/home/news/IntheNews.htm) was designed to help respond to current issues. On the
site now are Walmart in LO and City Funding for the Lake Oswego School District. The City Funding topic includes
information on two of the funding mechanisms used to assist the LOSD - Franchise Fees (in response to the notice from
PGE to increase Franchise Fees) and general fund previously set aside for Library capital.

It is unlawful to solicit at any time if a property has a sign
posted that contains the words “No Solicitation” and the
reference “LOC 34.16.920(4)” in characters no less than
½ inch high. The sign must be at least 6 inches high by
8 inches wide. Signs that meet these requirements are
available for $5 in the Finance Department at City Hall.
Violations may be reported to the Lake Oswego Police at
503-635-0238 (all hours).
During construction, pedestrians will encounter closed sidewalks and detours. State Street and North Shore will
experience some lane closures. In addition, much of the street parking along North Shore between State Street and

session concludes with a fictitious admissions committee
making admissions decisions on ten hypothetical
applicants. Call 503-697-6580 to register.
