Call to Order/Roll Call
Chair Eliot Metzger called the July 18, 2016 meeting of the Sustainability Advisory Board (SAB)to order
at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon.

Announcements from Board and Staff
Jenny Slepian announced that Far West Fibers will close on August 24 due to loss of revenue. Some
residents have contacted the City with concerns about the closure, but there is little that can be done at
this time. Lisa Adatto added that Far West had been having issues since the decline of newspaper
recycling, which was how they made most of their money.A couple board members asked whether a
relationship could be built between 365 and Far West, as 365 has extensive plastic recycling needs.
However,the market for recycled plastics has gone down with lower oil prices so this is a larger
macroeconomic issue.
Approval of Minutes
The Board unanimously approved the June 20, 2016 meeting minutes.

Regular Business
A. Review Agenda
Co-Chair Ratcliff reviewed the meeting agenda.
B. City Council Update/City Council Goals Update
Approved changes to the tree code at the last meeting- recommendations from tree code committee.
Allow trees under 15 inches in diameter to be cut under a type 1, over the counter, permit. Will allow
64% of permits to now be processed over the counter.
Broke ground on the ops center. Library is also being remodeled.
Renewed city contracts with Arts Council- increased the amount of their contract.
LORA purchasing Bill's on State and B and selling it to the group developing the North Anchor project,
and this is a crucial block for that.
Fiber optic question will be on the ballot.The board had a long discussion about the details of the fiber
project.
C. 2016 Outreach
Lisa introduced LOSN to the Board for the benefit of the new members, explained how it got started,
and what the action teams do, and the partner organizations. Explained the difference between LOSN
and SAB. LOSN was started to be a community based advocacy group. There are areas of collaboration
that need both groups.There are several events throughout the year, and coming up this fall will be the
Sustainable Homes Tour and the Eco Film Festival at the Lake Theater. Looking for people who would
like to work on these two events in October. Richard and Eliot suggested that people join LOSN, but that
we also work to clarify what the two groups do differently. Lisa would like to set up a couple of meeting
times to get working on these events. Roland asked if LOSN had an EV team, and Lisa responded that
they do not yet, but would love to have one.Jenny will send out an email with meeting times. Sarah
suggested a home that was Backyard Habitat certified.
Richard brought up the solar goal and how to go about outreach for that. He suggested we go beyond
just encouraging people to get in touch with Energy Trust and think about putting something more
useful together. He also suggested that the Board get more involved in promoting EVs, and making
better use of the City's water conservation program. He also mentioned that classes that he teaches at
ACC and suggested the board invite Assistant Chief David Morris to a meeting to discuss emergency
preparedness.
D. Composting Update
Jenny Slepian asked the Board for input on what the next steps should be for composting outreach as a
response to some of the public feedback we have received. In particular, how can we address the large
size of the yard debris cart to help residents who are struggling with getting the cart out and cleaning it.
A separate issue is whether there are paper liners that fit the compost pails. We are thinking about
doing an insert in HelloLO that focuses on waste, recycling, and composting and we could use the input
from SAB on what to focus on and any tips they may have. Another video is possible,though the first
one didn't get many views. We will also have the opportunity for outreach when Republic brings up a
couple truckloads of compost for the public to take later this year. Focusing on making sure that people
know they have the smallest size trash can should also be another area for outreach. Sarah mentioned
that her family of four downsized to the 20 gallon cart and it has been working great.
Eliot asked if we have received any positive stories.Jenny responded that most people have only called
with questions about the program, and there really have only been about 20-30 negative calls. Out of a
community of 32,000 it's not that many,though Republic has found pails in the garbage. Eliot asked if
we could track the numbers of how many people are downsizing carts, and eventually we will be able to
get those numbers from Republic. Lisa added that at the Farmers Market,there were lots of random
positive comments.
Eliot summarized the conversation by adding an outreach plan for composting to be discussed over the
next month.

E. Quality of Life Dashboard Update
Intern is working on it at the moment. Eliot gave a quick intro to the new members about the
sustainability dashboard. Can quantify data and metrics from City collected data. Hope to have a pilot
ready by October.
F. Upcoming Sustainability Projects
Jenny gave an update on what projects are coming up this year. Looking at a possible EV policy for the
City, as well as putting EV charging station in at city facilities.Any EV policy would be pretty complicated.
Bi-annual waste audit is coming up later this year.The dashboard will be a big project and will likely
inspire new projects. We have never done public sustainability reporting, so this will be a new area for
us to get into.Will also be working with Republic Services on some waste projects with LOSD. May be
some opportunities with the parents on SAB to start building a relationship with LOSD as well. Lisa asked
if the North Anchor developer could come in and talk to SAB. It's still very early in the process for that.
We were also contacted by IBEW to see if we would like assistance with meeting our solar goal. Looking
into that further.
