The Library Advisory Board meeting was called to order by Vice-Chair Nancy Niland at 7:00 p.m. on
March 11, 2015.
1. Call to Order and Roll Call
2. Introductions
None
3. Approval of Minutes
David Short made a motion, seconded by Cliff Perigo, to approve the minutes of the
January 14, 2015 and February 18, 2015 meetings. The motion passed unanimously.
4. Public Comment
None
5. Director's Report
Bill Baars gave the Director's Report as follows:
• LO Reads finished up the end of February.
• The Library is in the process of replacing two vacant manager positions. Andrea Milano, from Multnomah
County, has been selected as the new Youth Services Manager. The Circulation and Technical Services
Manager position has been posted and closes on March 23.
• An estimate for fixing the spalling on the floors has been come in at about $30,000. Planning continues for
redoing and reconfiguring the workroom and circulation area.
a. Preliminary Budget Update
The first Budget Committee meeting is scheduled for March 19.
6. Chair's Report
Vice-Chair Nancy Niland gave the Chair's Report in Meneghin's absence:
• As a follow up to the discussion of partnering with other City boards,Niland will attend the Sustainability
Advisory Board meeting on Monday, March 16. The 50+Advisory Board is the other board that was
mentioned as a possible LAB partnership and Niland asked for a LAB members to consider attending a 50+
Advisory Board meeting.
• The first Budget Committee meeting is usually where ground rules and meeting dates are reviewed. Niland
said that the next Budget meeting scheduled on April 23 is the best time for LAB members to give public
testimony in support of the Library.
7. Friends' Report
Nancy Niland gave the Friends Report as follows:

• The Wish List Committee will meet with the Library on March 17 to review grant requests for the next six
months with the expected funds available of$25,000.
• The Friend's President and Treasurer have a meeting scheduled with a Oregon Community Foundation
(OCF) staff member who is working on the statewide needs assessment/study.
• As part of the new website, the Friends are developing a section on Giving to the Friends which will have a
list of"Ways to Give"which will include the Friends Permanent Endowment through OCF.
• This week the first box of surplus books from the Booktique was sent to the new vendor, Thrift Books.
• The Friends membership stands at 557 with 60 new memberships added since October.
8. Council Update
Councilor Skip O'Neill gave the Council Update:
• On Tuesday the Council had a Study Session.
o The City is looking into the future of broadband utility services in Lake Oswego and the
consideration of a possible public-private partnership for fiber.
o Sensitive Lands was discussed and how to work with the County on having your property re-tax
appraised if you have sensitive lands.
o Reviewing the Tree Code and how to deal with large parcel tree acreage.
• Rotary is working with the School District and the City on creating Peace Village Camp this summer. It
will be for one week for about 50 students ages 8 to 13. The focus will be on teaching kids on how to have
the skills to mediate and to stop bullying. Baars said he is representing the Library on the Rotary planning
committee for this program and the committee meets at the Library every two weeks.
• Perigo asked if the City Volunteer Coordinator position would find volunteers for the Library or for the
Friends of the Library. O'Neill said original plans for this position were to have someone coordinate
volunteer groups to work parties to help with projects for neighborhood groups but it is open to other types
of volunteer work. Baars said that Cyndie Glazer does a great job as the Library's Volunteer Coordinator
and that the Library is very lucky to have such great and dedicated volunteers but it currently doesn't need
more.
