<br /> 1. CALL TO ORDER
<br /> Mayor Studebaker called the special City Council meeting to order at 4:00 p.m. on March
<br /> 26, 2020. The video conference-style meeting was held via Webex.
<br /> 2. ROLL CALL
<br /> Present: Mayor Studebaker and Councilors Nguyen, LaMotte, Wendland, Manz,
<br /> Kohlhoff, and O'Neill
<br /> Staff Present: Martha Bennett, City Manager; David Powell, City Attorney; Anne-Marie
<br /> Simpson, City Recorder; Megan Phelan, Assistant City Manager; Don
<br /> Johnson, Fire Chief; Scot Siegel, Planning and Building Services Director;
<br /> Melissa Kelly, Library Director; Katy Kerklaan, Citizen Information Specialist
<br /> Mayor Studebaker encouraged community members to subscribe to the City's electronic
<br /> publication -LODown" in order to receive notifications about upcoming City Council meetings.

<br /> 3. COUNCIL BUSINESS
<br /> 3.1 Council Briefing on Community and City Issues During the City's Declared State of
<br /> Emergency
<br /> Ms. Bennett shared that she had learned that the COVID-19 statistic to focus on was the number
<br /> of additional individuals hospitalized due to the virus.
<br /> Emergency Operations Update
<br /> Ms. Phelan noted the primary objectives of the Emergency Operations Center (EOC) had
<br /> remained the same. She described the focus of the EOC's work this week, which included
<br /> business assistance planning, low-income assistance planning, and how to best use volunteers
<br /> and CERT trained individuals during this time. Ms. Bennett added that members of the Parks
<br /> Department continued to respond to concerns about the Community Gardens closure; the
<br /> gardens would remain closed until at least April 13 while Staff weighed suggestions and options.
