2 1. CALL TO ORDER
3 Chair Heape called the meeting to order at 6:30 p.m. This was a video conference meeting
4 held via Zoom.

6 2. ROLL CALL
7 Members present were Chair Rob Heape, Vice Chair Christian Pape and Commissioners
8 Dave Beckett, Jacob Semler, Philip Stewart and Kim Whitman. Commissioner Joel Fischer
9 was excused.

11 Staff present were Scot Siegel, Director of Planning and Building Services; Evan Boone,
12 Deputy City Attorney; Evan Fransted, Associate Planner and Iris McCaleb, Administrative
13 Assistant.

23 Commissioner Pape moved to approve the minutes of February 10, 2020, as written.
24 Commissioner Stewart seconded the motion and it passed 4:0:2. Chair Heape and
25 Commissioner Beckett abstained.

34 6. COMMISSION FOR CITIZEN INVOLVEMENT (CCI) — GENERAL UPDATES
35 Chair Heape announced that the Palisades Neighborhood Association would be holding their
36 general meeting (virtually) on June 25, 2020.

1 7. FINDINGS, CONCLUSIONS AND ORDER
2 7.1 Historic Preservation Community Development Code Amendments (LU 19-0008)
3 On March 9, 2020, the Planning Commission made a preliminary recommendation that the
4 City Council approve the proposed code amendments and directed staff to return with draft
5 Findings, Conclusions and Order. Staff coordinator was Paul Espe, Associate Planner.

7 Commissioner Beckett moved to accept the draft Findings, Conclusions, and Order for LU 19-
8 0008, as written. Commissioner Pape seconded the motion and it passed 6:0.

10 8. WORK SESSION
11 8.1 Community Development Code Amendments Related to Seasonal Outdoor Dining Enclosures —
12 Work Session #1 (PP 20-0001)
13 The Commission received an update and provided input on potential amendments to the
14 Community Development Code to ease regulatory barriers for seasonal outdoor dining
15 enclosures. Staff coordinator was Evan Fransted, Associate Planner.

17 Carole Ockert, 910 Cumberland Road, Lake Oswego, 97034, stated that she was speaking on
18 behalf of the First Addition Neighbors-Forest Hills Neighborhood Association. She indicated
19 that any approach or solution to streamline the process needed to utilize the current review
20 process rather than the adversarial appeal process suggested by staff.

22 Waluga Neighborhood Association was in opposition to any changes to the code due to
23 concerns with parking and that there was no compelling reason for the changes.

25 Jan Castle, 16181 Parelius Circle, Lake Oswego, 97034, shared concern of wasted energy
26 and toxic gases from the vinyl windows of the enclosures.

28 Action Items:
29 • Staff to look at seasonal restaurant enclosures standards from other jurisdictions.
30 • Staff to review Comprehensive Plan, including neighborhood plans and overlay districts to
31 determine if proposed changes meet existing policies and criteria.
32 • Look at potential impacts to parking and parking code.
33 • Options 2 and 3 will guide the public hearing proposal with other options possible.
34 • Planning Commission public hearing to be scheduled for July 27th.
