3 1. CALL TO ORDER
4 Chair Heape called the meeting to order at 6:30 p.m. This was a video conference meeting
5 held via Webex.

7 2. ROLL CALL
8 Members present were Chair Rob Heape, Vice Chair Christian Pape* and Commissioners
9 Dave Beckett, Joel Fischer, Jacob Semler, Philip Stewart and Kim Whitman.

11 *Vice Chair Pape arrived at approximately 6:50 p.m.

13 Staff present were Scot Siegel, Director of Planning and Building Services; Evan Boone,
14 Deputy City Attorney; Erik Olson, Senior Planner and Iris McCaleb, Administrative Assistant.

16 3. CITIZEN COMMENT
17 Charles "Skip" Ormsby, 170 SW Birdshill Road, Portland, 97219, expressed his concern about
18 House Bills 2001 and 2003 and stated that the process should be delayed for two years. He
19 also shared his frustration with using public transit to attend meetings locally and in the region
20 and the added difficulty when using a wheelchair.

23 4.1 March 9, 2020
24 Commissioner Fischer moved to approve the minutes of March 9, 2020, as written.
25 Commissioner Whitman seconded the motion and it passed 6:0. Vice Chair Pape had not yet
26 arrived.

28 5. COMMISSION FOR CITIZEN INVOLVEMENT (CCI) — GENERAL UPDATES

32 6.1 Housing Policy and Housing Needs (PP 19-0008)
33 The Commission received an update on recently-completed and ongoing housing policy
34 initiatives and an overview of existing housing needs in Lake Oswego in addition to identifying
35 issues for further consideration. Staff coordinator was Erik Olson, Senior Planner.

2 The Commission received a monthly update on the State rulemaking for House Bills 2001 and
3 2003. Staff coordinator was Erik Olson, Senior Planner.

5 Action Items:
6 • It was reiterated that this was a State driven process and citizens and interested parties
7 were encouraged to submit their comments directly to the State committees and to reach
8 out to their State Representatives to share their concerns.
9 • Staff to generate list (or glossary) of acronyms being used.

11 7. OTHER BUSINESS
