Lewis, P.E., Associate Engineer// SUBJECT: Carman Drive and Meadows Road/Quarry Road Intersection Improvements; Preferred Design Alternative (Work Order 1146) DATE: April 3, 2002 Action Staff requests concurrence by Council for the preferred design alternative at the Carman Drive and Meadows Road/Quarry Road (CMQ) intersection. The preferred design alternative is being forwarded to Council as a joint recommendation of the CMQ Design Team and the Transportation Advisory Board (TAB). If Council concurs with the joint recommendation, staff request's Council approval to proceed with the design phase of the intersection improvements. Backy-round In 1996 the City commissioned the firm of Kittelson Associates, Inc. to complete the Lake Oswego Transportation System Plan (TSP). The TSP is a requirement of the State Transportation Planning Rule and was completed in June of 1997. The City adopted the TSP shortly thereafter. The 1997 TSP identified the need for improvements to the CMQ intersection to correct the intersection alignment and to correct future deficiencies in capacity. Along with several previously completed projects within the Kruse Way Corridor, the TSP listed the CMQ intersection improvements as a critical project. Consistent with the TSP, the CMQ intersection project is included in both the City's 5 -year CIP and 2001/02 annual budget; additional project funding is required in the 2002/03 annual budget. �i Council Report April 3, 2002 Page 2 The overall project objective of the CMQ intersection project is to improve the safety and capacity of the intersection as well as enhance pedestrian and bicycle access by connecting existing sidewalks or pathways with new sidewalks and new bikeways. Introduction On November 6, 2001, the City Council awarded a professional engineering service contract for the CMQ intersection improvements to WRG Design, Inc. Since the contract award, the design team has completed a series of tasks necessary to develop the conclusions and recommendations for the intersection. A six -step project approach was established to advance the project through completion. The six -step project approach includes: 1. Evaluation of the existing intersection, traffic conditions, and community needs. 2. Establish future development potential and increases to traffic at the intersection. 3. Development and evaluation of intersection alternatives. 4. Selection of the preferred alternative. 5. Prepare design and construction documents. 6. Construct the intersection improvements. Community input has been an essential component of the project approach and helped provide the foundation for the development and evaluation of intersection alternatives. Aside from this Council meeting the flow of public information and community involvement has occurred through a variety of measures including: 1. Public open houses where community comments were provided, recorded, categorized and developed into additional evaluation criteria. 2. Two project specific neighborhood newsletters which were distributed during Steps 1-3 (above) as well as one-on-one meetings with adjacent property and business owners. 3. Project findings and recommendations in the form of Power Point presentations which were given to the neighborhood, the Transportation Advisory Board (two meetings) and a less formal presentation to the Natural Resources Advisory Board (one meeting). Through the analysis and evaluation process, two basic intersection design concepts were identified. These concepts are: (1) a traditional signalized intersection, and (2) a modern roundabout. The advantages and disadvantages of each was considered when evaluated for impacts to the traffic operations, traffic safety, pedestrian and bicyclist access, right-of-way requirements, construction costs, aesthetic amenities, vehicular travel speeds, tree removal, and other community concerns. The (refined) modern roundabout included reduction of the roundabout outside diameter from 125 feet to 120 feet, moving the center of the roundabout away from the property on the NE corner of the intersection, and meandering pathways that minimize tree removal. The (refined) modern roundabout results in a need to acquire 3,703 square feet of right -of way and removal of 20 trees. Council Report April 3, 2002 Page 4 As a result of the alternative analysis and strong community involvement, the recommendation is to construct the (revised) modern roundabout at the CMQ intersection. While there are still design and property impacts to consider from a transportation system and community -wide perspective, the roundabout concept has been selected as the preferred alternative. The CMQ intersection is geographically located within the Kruse Way Corridor; therefore, the proposed transportation improvements qualify for funding through System Development Charges (SDC) collected by Clackamas County from development within the Kruse Way Corridor. Negotiations are currently underway with Clackamas County to establish the specifics of the transfer agreement. Clackamas County's five-year capital improvement plan includes $532,500.00 for the QMQ intersection in fiscal year 2002-2003. Recommendation Engineering staff has reviewed the transportation analysis and preliminary improvement recommendations completed by the design team for the CMQ Intersection Improvement Project, and have considered the public comments. Answer: The $1,065,000 is the amount budgeted over two fiscal years (2001-02 and 2002-03) for the Carman/Meadows/Quarry intersection project. The numbers on page 3 of the staff report ($360,000 and $460,000) are the preliminary construction costs for the alternatives only. Schmitz, City Manager Memorandum FROM: Sandy Ingalls, Code Enforcement SpecialistjL SUBJECT: Ad Hoc Tree Code Task Force Progress Report DATE: April 3, 2002 • The Ad Hoc Tree Code Task Force has met seven times beginning on January 17, 2002. They have reviewed and made changes to approximately one-half of the Tree Code. The 'Task Force plans to have a finished product ready to submit to the NRAB by the end of May 2002. • On April 24, 2002, the Task Force is hosting an open house meeting in the City Council chambers to receive comments about the present Tree Code from the general public. The Task Force will review this information for inclusion into the revised Code. • The Task Force plans to conduct several joint workshops with the City Council and NRAB before presenting a final product to the City Council. OREGON Human Resources Department TO: Doug Schmitz, City Manager FROM: Janice Deardorff, Assistant City Manager SUBJECT: Status Report on the Joint City -School Lihrai-y 'Task Force DATE: April 3, 2002 The 24 -member, Task Force chaired by George Benson, has met five times since its creation in November 2001. The focus of the Task Force has been to review background materials on city/school library ventures, develop a proposed definition of a joint facility, identify the pros and cons of the concept, and better understand some of the financial realities in the Lake Oswego School District, the City of Lake Oswego, and Clackamas County that could impact the joint facility today and in the future. The consensus definition of the facility is as follows: "A joint library facility is a partnership between the City of Lake Oswego and the Lake Oswego School District that would provide opportunities for enhanced research and technology designed to benefit Lake Oswego Schools and the Lake Oswego community through cost effective shared services." The Task Force meets again on Thursday, April 11, and will begin discussions on the feasibility of this idea. A visit of the Parkrose School District -Multnomah County joint facility is also being planned. The Task Force anticipates making a recommendation by early summer. NAAGENDAWOUNCIL\2002\E Reports\joint library memo.doc To: Doug Schmitz, City Manager From: Jerry Knippel Date: March 25, 2002 Subject: Foothills Road Task Force Update Special Projects Memorandum The Foothills Road Task Force was formed in July of 2001 to examine the range and type of land uses that would enhance the redevelopment potential of this industrial area and benefit the City of Lake Oswego. In addition to the Task Force, property owners were invited and encouraged to participate in the discussions. Project objectives developed from stakeholder committee members' meetings, discussion and written response sheets focused on environment, circulation and land use. On March 11, 2001, the Task Force held its sixth meeting to refine the alternatives that have been developed to date. It was recognized that many of the concepts presented will require additional in-depth engineering and environmental analysis at some point in the future. With this in mind, the study area was broken down into four "Refinement Areas". They are as follows: • Road and flail Alignment Refinement Area • Waterfront Park/Open Space/ Small Boat Basin Refinement Area • Potential Transit Center Refinement Area • Willamette Steps Boulevard Refinement Area The next step will be for the consultant, Crandall Arambula, to prepare the Draft Report for distribution to the Task Force. While the specific date for review of the Draft Plan has not been established, it would likely occur in April. The purpose of this letter is to indicate our objection to the proposed roundabout alternative for the Carman/Meadows intersection. Our concern relates to intersection operation, feasibility, costs and the indirect impacts on vehicular and pedestrian safety to our Meadows Road properties west of this intersection. We have worked closely with City and County Staff on a number of issues over the years that have resulted in what has become a very attractive, functional and successful business district. In terms of transportation issues in the Kruse Way Corridor, we have worked with city staff on the update of the City's TSP/CIP, improvement of transit service and most recently a partnership contemplating the installation of the signal at Meadows/Kruse Woods Drive intersection. In fact, we have voluntarily funded the design for this signal at this intersection to assist in expediting this important improvement. We were quite surprised to find out in February that a roundabout was being proposed at Carman/Meadows, since all of our previous involvement relating to this intersection has been planning for a traffic signal. After learning about the roundabout proposal, representatives of Equity Office met with your traffic consultant, Kittleson and Associates at the intcrscetion on February 7, 2002. After reviewing the proposal with Kittleson, we indicated our concern that a roundabout would not provide the service of a traffic signal as originally planned. We have not, to this date, prepared a technical response to the roundabout proposal and have only recently retained a consultant to help us evaluate it. However, a few of our initial concerns regarding the intersection operation are as follows: *The proposed roundabout at Carman/Meadows appears smaller in diameter than the one at Iron Mountain, yet Carman/Meadows is likely to carry 4-5 times higher traffic volumes. We feel the roundabout is undersized given the high volumes of traffic using this intersection. *Because the proposed roundabout has a small diameter, the legs of the intersection are closer together which will result in poor operations and safety concerns. This is particularly a concern for the south and east legs of the intersection, and it is likely to be worse if adequate right-of-way cannot be obtained. *The size of the roundabout may be difficult for large trucks, including emergency vehicles, to maneuver. At our meeting with Kittleson, it was acknowledged that the small diameter resulted in 0.1.08%02 11:28 F&I 5038922510 EQUITY OFFICE LINCOLN CE Z003 vehicles with a longer wheel based actually 'riding up' over the curb. This is a concern to us for delivery trucks, and more importantly, large emergency vehicles serving our buildings_ *The Volume -to -Capacity ratio in the April 3, 2002 report appears to indicate that a roundabout will have less available capacity than a traffic signal alternative. In addition, it is our understanding that roundabout cannot be expanded to increase capacity, unlike a signalized intersection. *The eastbound queue length in the April 3, 2002 report is twice that of the traffic signal alterative (250 versus 125 feet). We are concerned that this will increase the delays and impact the safe operation of the driveway onto both Meadows Road and Carmen for our 4800 Meadows Office Building. *Because of the characteristics of a roundabout, we are concerned that the gaps in traffic flow will be reduced which will increase the delays and impact the safe operation of our driveways for our existing and proposed office buildings west of this intersection on Meadows Road. *Because of the characteristics of a roundabout, we question whether pedestrian safety will be jeopardized. Gaps in traffic flow will be reduced on Meadows Road, already an unsafe situation. Stop movements will not be available for safe crossing at the intersection. As indicated above, we have been involved in the improvement of the Carman/Meadows intersection which to date has been exclusively planned as a traffic signal. In fact, according to preliminary review of our records the City/County required us to spend upwards of $227,000 (not including engineering, survey and right-of-way) in improvements to the Carman/Meadows intersection, much of which will not be used for the roundabout proposal. Equity Office (then Spieker Properties) has also contributed approximately $800,000 in SDC's in recent years with the understanding that these fees would be put toward a traffic sistnal as specifically indicated in the City's Capital Improvement Plan, I hope you will understand our position. We are not opposed to roundabouts in general, but have strong concerns that this location is not suitable for anything but a traffic signal as previously planned. We also question the ability of the City/County to require us to dedicate right-of-way, construct frontage improvements and pay SDC's (not to mention designing our 4800 Meadows project accordingly) for an intersection that will now be constructed much differently than planned. We strongly urge the City Council not to approve the roundabout design alternative, and to finalize plans for a signal. At a minimum, we ask that you delay approval of this option until further evaluation of these concerns has been accomplished.
