SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate—everyone share "airtime"
2. Speak for yourself— use "I" language
3. Seek clarity:
—ask clarifying questions
— paraphrase what you hear others say
—check out your hunches
4. Be respectful:
— be on time
—come prepared
—turn off phones, pagers, and other devices

Call to Order/Roll Call
Kathleen Wiens called the December 14, 2020 meeting of the Sustainability Advisory Board (SAB)to
order at 6:30 p.m. over Zoom.
Members Present: Paul Soper, Buzz Chandler, Mark Puhlman, Matt Schaeffer,
Steph Glazer, Susan Mead, Kathleen Wiens, Kelsey Yutan, Ben
Connor,Jay Hamachek
Members Excused/Absent None

Public: Mayor Elect Joe Buck
Announcements from Board and Staff
Kathleen: LOSN Sustainability celebration on 1/14. Meeting minutes change to correct date of tree
summit.
Jenny: Working on Leaders in Sustainability for new City Hall.Approved Republic Services rate changes.
Jay: Rotary International Foundation is adding environmental sustainability as 7th focus area
Approval of Minutes
The meeting minutes from the November meeting were unanimously approved.

Regular Business
A. Review Agenda
Kathleen Wiens reviewed the meeting agenda.
B. City Council Update
Mayor Elect Joe Buck gave an update on recent Council business:
• Tomorrow is last meeting of the year
• City Hall move in early in 2021
• IGA for pool at new parks facility
• Approving a contract for design/build of golf course renovations
• DEI task force delivering recommendations to council.Task force is expiring at the end of the
year and staff will provide recommendations in new year
• Council goal setting and B&C summit in January. More interaction with other B&Cs
• Rachel Verdick will be new SAB liaison
C. 2021 Goal Setting
The Board moved into a goal setting exercise on Mural facilitated by Matt Schaeffer, Kathleen Wiens,
and Steph Glazer.The finalized goals were:
Goal 1:Continue Work on Sustainability and Climate Action Plan by making updates, revisions,and
providing annual progress report.
• Review Climate Adaptation section, particularly goals around wildfire smoke
• Use SMART goals as template for SAB work and in providing annual progress report to City
Council
• Focus on achieving solar goal, as set in Resolution 16-28, and repeated in SCAP
Goal 2:Continue researching options for limiting use of Gas Powered Landscape Equipment (GPLE) in
Lake Oswego.
• Prepare for City Council study session
• Develop outreach materials for homeowners on green landscaping
• Goal 3: Advocate for Electric Vehicle adoption in Lake Oswego
• Continue partnering with LOSN and PGE on infrastructure investments at multifamily housing
• Assist the City in transitioning the city fleet to electric
Advisory and Outreach functions throughout 2021:
• Provide assistance to high school green teams and allow Youth members to play more of a
liaison role between SAB and LOSD
• Update and review website to provide more information to residents about energy efficiency
programs, climate action updates, and waste reduction
• Continue to review information and policy around green building in Lake Oswego,through
reviewing the demolition tax, City building projects, and advocating for the expanded use of
high performance building principles
• Liaise with other boards and commissions and neighborhood associations
