committee recommends approval subject to a condition that the proposal receive a letter of
support from the Mountain Park NA prior to any funding being distributed.
Further, the project coordinator(s)will need to sign the "NEP Agreement for Emergency
Supplies" and the "NEP Team Captain Equipment Agreement",which were developed in
coordination with LO CERT.These agreements are intended to ensure that the supplies remain
accessible to members of the general public, and that information such as the physical location
of the emergency supply kit,the dates that medical materials were purchased, and other
important documentation related to the supplies is centrally organized through the LO CERT
Coordinator.The agreement also involves yearly inspections to ensure that the materials are
safe to use, secure, accessible, and provided as part of a neighborhood emergency response
plan.
*Considering the need for emergency supplies, and the volume of applications that have been
submitted for such supplies throughout the years, the award committee recommends
reconsidering whether the NEP is the most appropriate funding mechanism for emergency
supply-related requests. The committee recommends that a separate funding source be created
in order to respond more directly to these requests through initial budgetary allocation.
2. Evergreen NA Website $535 $535 Full funding.The proposal meets the criteria of public benefit and neighborhood enhancement.

cycle, considering the difficulty of holding typical NA meetings during the ongoing COVID-19

4. Forest Path and $3,403 $0 No funding.Though award committee members agreed that the proposal meets the criteria of
Highlands NA stairway public benefit and neighborhood enhancement,the award committee ultimately recommended
project at Lake that no funding be provided for this proposal for several reasons.
Oswego High Some committee members expressed concerns that the project would necessitate the use of

throughout the region. Other committee members expressed concerns about using NEP
funding for projects on Lake Oswego School District(LOSD) property considering that the path
would connect the rear side of the LOHS property to a portion of SW Thoma Road that lies
within unincorporated Clackamas County. While NEP funding has been used previously for
projects on LOSD property,generally this has been connected to City-owned properties, such as
parks, where multi-jurisdictional coordination is more appropriate.
*The award committee questions whether NEP Grant funding should continue to be eligible for
use on LOSD property, where other sources of funding may be available that have been more
directly allocated within other budgets. The committee suggests that future NEP project criteria

6. Lake Forest NA Emergency $4,092 $4,092 Full funding, subiect to conditions.This request for materials and training to support
preparedness neighborhood emergency preparedness meets the criteria of public benefit and neighborhood
supplies enhancement, received a letter of support from the Lake Forest NA, and included the required
correspondence with the LO CERT Coordinator(who is actually the applicant, in this case).The
request includes four jobsite storage containers and 30 General Mobile Radio Service (GMRS)
licenses, which will be used to increase the emergency response and communication capacity
for 30 members of the Lake Forest emergency response team.The committee recommends full
funding for the request, subject to a condition that the project coordinator(s) sign the "NEP
Agreement for Emergency Supplies" and the "NEP Team Captain Equipment Agreement".

7. Lake Oswego Backyard $8,300 $0 No funding. While the award committee commends the LO Preservation Society for their efforts

The award committee notes that the signs made available to participants in the backyard
certification program would be more economical way to recognize the Backyard Habitat
certification.They are also more appropriate size than the larger sign being proposed by the LO
Preservation Society, and would not have the same potential to draw attention away from the
existing historical marker at the property.

9. Meadows Sprinkler $6,500 $6,500 Full funding.The proposed replacement of a portion of the irrigation system along the north
Homeowners replacement in side of Parkview Drive in the Westlake neighborhood would address an existing leak in the
Association right-of-way system caused by growing tree roots surrounding the sprinkler line.The Meadows
along Parkview Homeowners' Association (HOA) agreed to maintain this portion of the public right-of-way
Drive through a relatively novel maintenance agreement that has existed for nearly 30 years, wherein
the HOA agreed to maintain this City-owned property as a part of the initial City approval of The
Meadows planned development.Though one of the primary criteria for the NEP grant is that
the project must require either low-or no-maintenance, (or that it must be maintained by
volunteers), members of the award committee felt as though the proposal met this criterion
because the City would not be responsible for ongoing maintenance of the replaced irrigation
system.The Engineering staff also noted that the leak could cause damage to existing trees and
landscaped area in the right-of-way that is owned by the City, regardless of who is responsible
for maintaining the area.

from the Westlake NA, and was reviewed and approved by appropriate City staff contacts in the
