Agenda Item - 2021-03-18 - Number 5 - Ground Rules & Roles of Committee 2021-23 Lake Oswego Budget Committee ■ The Budget Committee is the public involvement vehicle for the City's budgeting process. ■ The Budget Committee meets to review, discuss, make additions or deletions, and approve the proposed budget presented by the City Manager. Upon completion of its deliberations, the committee approves the budget and sets the tax rate or amount needed to balance the budget. Ground Rules 1. Begin Meetings at 5:30 p.m. and end by 8:30 p.m. except for the April 28 budget meeting that will start at 6 p.m. and end by 9 p.m. Public Comment: Provide opportunities for public testimony at the beginning and end of each meeting. Three minute time limit per person. Written public comments may also be received before meetings. Public Comment duration at beginning of meeting will be up to 20 minutes. Limited to two persons speaking on the same topic (6 minutes per topic). If three or more people want to speak on the same topic, asked those subsequent to the first two testimonies not to comment on the same thing— request that they just say whether they agree or disagree with the first two comments. 2. Allow every member the opportunity to speak. 3. No deliberations outside of Budget Committee meetings. 4. Passing vote must be majority of entire Committee (8). 5. Focus on the big picture and the major issues and keep suggested changes to a $10,000 minimum. Items less than $10,000 may be set aside and combined for consideration at the end of deliberations. 6. Ask questions in advance and staff will respond with written answers within one week. Budget Committee members will provide questions to staff by 5 p.m. on Monday to have responses before the next meeting 7. Suggested additions or deletions will be recorded and set-aside for discussion during deliberations.
