This requires consideration of both long-term and short- term effects on ecological, economic, and community systems. Operating sustainably means that we are leaving a legacy for the community of Lake Oswego and the planet. A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are enriched by a wide range of choices in transportation, housing, recreation, and culture. Our infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged. SAB Mission & Duties The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of- life sustainability of our community. The Sustainability Advisory Board shall: a. Advise and assist the City Council in efforts to make City operations more sustainable. The Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's Sustainability Plan. b. Assist in the development of plans and policies to enhance the sustainability of the City as a whole. c. Educate and engage the public in efforts to make the community of Lake Oswego, including residents, businesses, and institutions, more sustainable. SAB Meeting Ground Rules We have agreed to abide by these ground rules to increase our meeting effectiveness. 1. Participate—everyone share "airtime" 2. Speak for yourself— use "I" language 3. Seek clarity: —ask clarifying questions — paraphrase what you hear others say —check out your hunches 4. Have fun 0-11` 4.0 CITY OF LAKE OSWEGO _ Sustainability Advisory Board Minutes V yowler ❑ °REGOt March 15, 2021 Call to Order/Roll Call Stephanie Glazer called the March 15, 2021 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. over Zoom. Members Present: Buzz Chandler, Mark Puhlman, Matt Schaeffer, Steph Glazer, Susan Mead, Kathleen Wiens, Kelsey Yutan, Ben Connor, Paul Soper,Jay Hamachek, Councilor Verdick Members Excused/Absent None Staff: Jenny Slepian, Sustainability and Management Analyst Public: Duke and Jan Castle Announcements from Board and Staff Matt participated in the first demolition committee meeting. Jenny gave an update on PGE conversations and Ridwell conversations. Interns doing great work. Approval of Minutes February Minutes were approved. Public Comment Duke Castle: • EVs are an important part of what we're doing. Over 1500 EVs in Lake Oswego currently. LOSN has had EV fairs the past 3 years. Committee going to look at EV charging, looking at businesses. Level 3 chargers at Bank of America and lots of Level 2 stations. • Working with Oregon Clean Energy Coop which provide private funding for solar installations. IN discussions with school district to find ways to fund solar on the middle school. Looking at a community solar site. Matt will send an article about a school in the south that put in solar. • Electric landscape equipment. Question is how do we get minority owned businesses to own the equipment. Event on May 13 to look at that. • LOSN is here to help. • Duke wanted to address Jay's question about how EVs work better in a disaster. Jan Castle: • Co-Chair of PrepLO. PrepLO was organized out of NA chairs that had been meeting on a monthly basis to prepare for big quake.Jan would be happy to discuss more as part of community outreach. Also saw that SAB had mentioned using the schools for emergency services.Jan chairs a committee to look at what it would mean to use schools as shelters, specifically for earthquakes but can widen the scope to look at other disasters. • Duke suggested that EVs can be charged at City Hall chargers where generators are supplied by natural gas as back up. When electricity goes out, it goes out for gas stations too. EVs can help power other items like phones, etc. A family in Texas was able to shelter in their Tesla in "camp" mode. Nissan Leaf has vehicle to grid capability, so it can be used to power a house. Buzz asked about gas lines when they are gone after an earthquake- need to be solar and battery back ups. Needs to be a multiple tier backup to power emergency response vehicles.Jan added that NW Natural pipelines come down from the eastside of the mountains and they have done everything they can to harden their system during an emergency. It might survive the first earthquake but wouldn't survive aftershocks. Buzz added that there are new shut off valves that you can reset pretty easily. Regular Business A. Review Agenda Stephanie Glazer reviewed the meeting agenda. B. City Council Update Councilor Verdick gave the City Council Update: • Community policing kickoff event went well last week. Moving forward with different forums in the coming months. • Updates at next meeting about North Anchor. • Looking at whether to move forward with MOU for multifamily affordable housing units at Boones Ferry staging area. • Budget season is coming up. • Climate Plan study session tomorrow. • Matt asked if there would be traffic studies for the multifamily units-yes, there would be. Still a lot to be determined and discussed by City Council. C. SCAP Study Session Prep Jenny suggested that the Board figure out who is going to be the main presenter and who will be the experts for each section. Most of the meeting will be Questions and Answers. Ben will give a summary of the Residential Sustainability Certification Program. Stephanie is looking for volunteers for each section. Buzz will take section 1. Steph added that this also affects our Bond rating as a City, Buzz suggested discussing financial resiliency too. Section 2: Stephanie will take this section. Section 3: Advancing adoption of EVs. Matt will take it. Buzz suggested that the City take a long-term view that new houses are wired to allow EVs to act as a charger for the home. How should building codes adapt for the future. Paul clarified that building codes are set at the state level.Jenny brought up City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 3 March 15, 2021 that PGE is looking at making residences "EV Ready" at time of construction. Kathleen suggested mentioning the multifamily EV charging program. Matt suggested tying it in with overall electrification. Section 4: Ben will cover this. Section 5: State legislation.Jay will give an overall introduction. Paul will take on HB 2001, Kathleen will tackle the GPLE item. Rachel said it would be really helpful to have SAB present on 2001.
