Approved Minutes - 2021-01-25 t 0 CITY OF LAKE OSWEGO _ Sustainability Advisory Board Minutes V yowler ❑ °?E G or- January 25, 2021 Call to Order/Roll Call Steph Glazer called the January 25, 2021 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. over Zoom. Members Present: Buzz Chandler, Mark Puhlman, Matt Schaeffer, Steph Glazer, Susan Mead, Kathleen Wiens, Kelsey Yutan, Ben Connor, Councilor Verdick Members Excused/Absent Paul Soper,Jay Hamachek Staff: Jenny Slepian, Sustainability and Management Analyst Public: Announcements from Board and Staff Kathleen: community announcement to set up a demolition committee. Looking to see if anyone on SAB would like to join and be involved. Contact Kathleen if interested. Matt asked what they are specifically interested in. Kathleen said they need someone with a sustainability perspective. Susan: Attended a Master Recycler event regarding HB 2065. Buzz: On January 6,they opened oil leases for ANWR and no one showed up to bid on it. In DC Circuit Court, relaxation of AQI rules for power plants were thrown out. Me:Attending sessions on the recycling modernization program. Provided comment on PGE TLEA application to PUC. If the program was approved, City could get a lot of financial assistance from PGE for installing charging stations. Meeting with PGE about their own climate goals and community green tariff. Meeting with Ridwell later this week.4 new sustainability interns starting work. Approval of Minutes The meeting minutes from the December meeting were unanimously approved. Public Comment None Regular Business A. Review Agenda Steph Glazer reviewed the meeting agenda. B. City Council Update • Councilor Verdick gave an update on recent Council business: • Upheld DRC's decision to decline a tree removal • Moving forward with DEI recommendations • LO Reads going on, lots of activities to attend • Goal Setting: o Lots of comments about GPLE,will be discussing it further o Keep aggressively implementing the Climate Action Plan o Public comments around our urban forests and tree canopy C. Equity Workshop and Climate Action Planning Jenny stated that feedback from B&C Summit was a little disappointment that none of the boards included any equity goals in their 2021 goals, so we are looking at what that would mean for SAB.We will look again at training from Center for Diversity of the Environment. There will be equity training for all B&Cs, but some additional questions around landscape equipment.Jenny did some research around this- need to approach this from a healthy and safety angle. Lots of incidents in the news around race- based confrontations around landscaping equipment. Need to be sure that we don't create a platform for this to happen. Health and safety not necessarily at the forefront of minds of people calling to complain about the equipment. Need to think about how we're bridging the gap between the board's intention to care for the workers and prevent pollution with and community complaints about noise so we don't create a culture of fear. If we address this from an equity standpoint first will make sure we address a lot of nerves around this. Buzz asked what the difference was in decibel levels between electric and gas blowers. Some regulations are written to make the use of gas impossible through setting low decibel levels. Matt asked what the sensitivity around the topic is if community is pushing it?Jenny replied that there are auestions around enforcement, race based complaint phone calls. Matt is wrestling around regulating the equipment and not the person. Stephanie shared that the white paper brought up disproportionate impact of enforcement-who is mostly impacted? It is the person who owns the company or lays off workers to avoid the equipment. The desire is clean air and peace, but the implementation can have disproportionate impacts or perceived racism. Have to be cognizant of these issues, which really lends itself to voluntary impacts. Ben added that voluntary incentivization will help reduce calls to police and race-based complaints. Mark added that since most of the callers who complain are white,they should pay for it through contributions to incentives to switch equipment. Stephanie brought up that the surveys helped to tease out a lot of these questions. Matt asked what long term health studies have been done on this and how it ties into healthcare and insurance costs- Mark said all sorts of studies have been done on noise, respiratory, etc. Susan asked if there could be a fee charged for using gas landscape equipment.Jenny reiterated that the city wants to be seen as a partner in this and not an adversary. The conversation moved onto electric vehicles. PGE is finally ready to get help with multifamily charging program.They are just looking for help with on the ground outreach. Going to get a list of multfamilies in LO and then figure out how we share PGE's materials and find out who is interested. City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 3 January 25, 2021 Working on Home Energy Scoring.Talked to Milwaukie about how to implement and run a program. Looks like it would be a pretty manageable program to run. Matt asked if this would tie into deconstruction work, it wouldn't really-mostly just tied into home sales and realty. Stephanie shared the proposed City Council goals (note:These have since changed). Rachel clarified that these have since been revised.
