Recommended Language for Motion: N/A Project/ Issue Relates To: ❑X Council Goals/Priorities ❑Adopted Master Plan(s) ❑Not Applicable EXECUTIVE SUMMARY The 2018-2022 Pavement Management Program (PMP) was implemented in response to several earlier City Council goals, most specifically in 2017 when the Council set the goal to "Continue to improve the condition of streets, to a Pavement Condition Index of 70 by 2021". Further, it remains consistent with 2021 City Council Goals to "Support strong operational practices, infrastructure investments, and fiscal policies that increase public trust in the City" and to "Improve transportation connections, mobility and safety for all types of trips in Lake Oswego". 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeosweao.citv Page 2 BACKGROUND The City's street assets consist of 154 centerline miles of streets. An additional 28 centerline miles of streets are located within the corporate limits of the City, but these are private streets or County roads and as such are not maintained by the City. To preserve the value of the investment made by the community in its street network, the City Council established a goal of improving the overall street network Pavement Condition Index (PCI) to a score of 70 or above by 2021. To achieve this goal, the Engineering Department, with the support and assistance from local consulting firm, Murraysmith, developed a programmatic approach to pavement preservation. Using this approach, measurable improvements to the network PCI have been realized and further improvements are expected over the next few years as implementation of the PMP continues. DISCUSSION Major accomplishments achieved to date for the 2018-2022 PMP: • Repaved about 40 lane-miles and slurry sealed about 34 lane-miles of roadways. • Increased the network PCI to 73, prior to completing the 2021 paving season. • Upgraded or installed 184 ADA ramps. • Completed the Jefferson Parkway and Wembley Park Road capital projects. • Upgraded 208 storm catch basins to improve water quality and reduce flooding. • Completed design for summer 2021 pavement rehabilitation. • Completed a city-wide pavement condition inventory to update the prior 2016 inventory. 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeoswego.city Page 3 Remaining work in the PMP includes pavement rehabilitation in 2021 and a combination of pavement rehabilitation and slurry seal in 2022. The major road segments for 2021 rehabilitation include Bryant Road between Jean Road and Canal Woods, Overlook Drive between Westview Drive and Tree Top Lane, Melrose Street between Fosberg Road and Peters Road, and a few other local streets. Planning for the scope of work for the summer of 2022 will begin over the next few months with Design starting in the Fall. ACTION No action is necessary from the Council at this time, as this is a program overview.
